Job Description and Duties

• Personally performing the most complex and difficult enforcement work, including:  Investigation of alleged violations; development of recommendations for resolution of violations; monitoring implementation of permits or settlement agreements that resolve violations; participate in and prepare dispute resolutions and settlement negotiations; coordination with local, state and federal jurisdictions; assist in the preparation and presentation of staff recommendations to the Commission for cease and desist and restoration orders, as needed; preparation of case referral for litigation by the Office of the Attorney General, as needed; and provide litigation support for the Office of the Attorney General, as needed;

• Participating in and helping manage interagency task forces;

• Supervising the work of enforcement officers and interns (in San Diego, Long Beach, and Ventura); and selecting and training enforcement officers and interns, as needed;

• Ensuring coordination between enforcement and permit analysts on all enforcement cases, including identifying enforcement issues and assisting in addressing enforcement issues that arise in the context of permitting matters, assisting in the preparation and presentation of staff recommendations to the Commission on permit matters with related enforcement issues, and identifying matters of public interest and comments and assisting in responses;

• Preparing and editing reports from southern California district staff for reports to the Commission, legislature, press and others, including the semi-annual federal report;

• Assisting in preparing and presenting periodic reports to the Commission regarding enforcement work;

• Assisting in coordination between Headquarters staff and District staff on cases involving orders and other Headquarters actions;

• Assisting on statewide and southern California enforcement program projects, reports and issues;

• Coordinating with the Chief of Enforcement and Enforcement Staff Counsel on district enforcement matters and statewide enforcement issues;

• Developing and implementing projects to reduce and deter violations of the Coastal Act.

Duties will be adjusted commensurate with the level at which the position is filled.

Employees are responsible for keeping their supervisor aware of the status on all assigned cases, coordinating with statewide enforcement staff, permit and other staff and working with supervisors as necessary and appropriate.  Employees are responsible for making everyday decisions relating to enforcement program functions as assigned. They work closely with the public, other state and local entities and a variety of other involved parties.  Enforcement staff represent the Enforcement Program upon request at Commission staff meetings, inter-agency meetings, and in front of the Commission.

Working Conditions

The California Coastal Commission office for this position is located in San Diego, Long Beach, or Ventura. The California Coastal Commission is a hybrid workplace and offers telework for all employees. Telework is available for this position in accordance with the California Coastal Commission’s Telework Policy and Procedures with a minimum of 2 in office days per week until further notice.

Department Information

The California Coastal Commission (Commission) is seeking a talented addition to its offices in Southern California. The mission of the Commission is to provide for balanced use of the coastal zone and to protect, restore and enhance coastal and marine resources for the continuing benefit of current and future generations, including protection of public access under the Coastal Act. The Commission’s Enforcement Program employs coastal program analysts to enforce the permitting and resource protection policies of the Coastal Act. Enforcement staff investigates and resolves Coastal Act violation cases that can involve either development activities undertaken without first obtaining a Coastal permit or activities undertaken in violation of a permit granted by the Commission. The Commission’s district enforcement staff are the frontline of the enforcement program: investigating reported violations and working on resolving violations at the district level.

The position requires specific knowledge of the policies, requirements, and enforcement provisions of the Coastal Act of 1976 and its implementing regulations; the Commission’s permit processing procedures; the procedures for adoption of cease and desist orders, restoration orders, and administrative penalty actions; litigation processes, and legal concepts.  The position also requires knowledge of the functions and relationships of federal, state, county and city governments, as well as regional councils of government and special districts.

The incumbent must have the ability to work both independently and as part of a team, to interact with alleged violators in a manner that promotes cooperation and dispute resolution, and to organize and effectively manage a high workload.  The incumbent must possess excellent written and oral communication skills and a commitment to excellence. The position often calls for innovative case resolution for which a creative and strategic mind is desirable.  The incumbent must also effectively follow office procedures and direction from management.
