Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

 

The Santa Ana Regional Water Quality Control Board is recruiting for an Assistant Executive Officer.  The position is located at 3737 Main Street, Suite 500, Riverside CA  92501.

 

Under the general direction of the Executive Officer and consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.  The responsibilities of the position are described below.

 

The Assistant Executive Officer is part of the executive management team for the Santa Ana Water Board. The position is responsible for personnel management of three branches and one administrative section. The position provides leadership of the Santa Ana Water Board’s water quality control plan, and responsible for implementing policies and review of staff-level decisions regarding regional water quality issues. The position will also work with various government and non-governmental agencies, business and environmental organizations, the media, and the public. The position acts as a prosecution officer for the Santa Ana Water Board’s enforcement actions.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

Desirable Qualifications

  1. Knowledge of regulatory, enforcement, and planning programs.
  2. Knowledge of the California Water Code and Clean Water Act.
  3. Knowledge of Statewide Policies and Plans.
  4. Excellent written and verbal communication skills.
  5. Knowledge of general water quality monitoring protocols including design, quality assurance, data analysis, compliance monitoring and reporting, and data needs for effective water quality management and decision making.
  6. Ability to plan, organize, and direct the work of multidisciplinary professional staff.
  7. Ability to organize and set priorities on assignments and meet deadlines.
  8. Ability to work for or with a governing Board.
  9. Ability to work cooperatively and promote partnerships with internal/external customers.
  10. The ability to maintain composure in adversarial situations.
  11. Willingness and ability to travel within California on a regular basis.
  12. Possession of a bachelor’s degree in environmental, sanitary, civil, or chemical engineering; biological, chemical, environmental, or physical sciences, including geology; public or business administration; law or a field related to any of the foregoing.

Examination Information

The examination process will consist of an application, resume, and a Statement of Qualifications evaluation conducted by a screening committee. The Statement of Qualifications will be used to evaluate your education and experience. The Statement of Qualifications may be the only basis for your final score and rank. Interviews may be conducted as part of the examination process. (Hiring interviews may be conducted with only the most qualified candidates if it is determined necessary in order to make a selection.)

Statement of Qualifications

The Statement of Qualifications is a narrative discussion of how the candidate’s education, training, experience, and skills meet the minimum qualifications and quality them for the position.  Applicants who fail to submit all the required documents or fail to submit specific examples for each Desirable Qualification specified in the SOQ, will be given a disqualifying score.

Demonstrated Effective Communication and Negotiation Skills, including the ability to gain the confidence of policy-level State and Federal officials, local governments, special interest groups, and the public; to facilitate communication of complex or controversial issues to enable problem solving and decision-making among multidisciplinary staff; to interact effectively with management; and to work for or with a governing Board.
