Exposition Park seeks a Fiscal and Administration Manager who can provide expert leadership in fiscal policy, budget development, procurement, and administrative operations to support the financial health and long-term success of the park.

Under the direction of the Chief Operations Officer (COO), the Staff Services Manager II (Supervisory) (SSMII (S)), Fiscal and Administration Manager, provides high-level expertise and assistance to the AGM on a wide variety of fiscal, administrative, and policy issues. The SSM II (S) oversees a small and expert technical unit responsible for developing fiscal policy, analyzing, and recommending improvements to processes and systems, formulating succession planning, and mapping and improving various business processes related to the department's budget and expenditures that are central to the department's primary mission. The SSM II (S) monitors financial performance measures and is responsible for the project management of complex budget reports, assignments, and tasks in accordance with the Budget Act and generally accepted accounting practices of the State Administrative Manual, Board of Control, and OEPM policies and procedures. The incumbent may represent the AGM in financial and administrative meetings and coordinates significant policy and program projects with co-workers, management, executive staff, and internal partners.

Success in this role is demonstrated by strong leadership, collaboration, and sound decision-making that advances Exposition Park's mission, values, and strategic goals. The SSM II (S) will ensure compliance, operational performance and represent OEPM in key financial and administrative initiatives.

Department Information

The Office of Exposition Park Management (OEPM) is a state department within the California Natural Resources Agency, under the direction of a General Manager, appointed by the Governor. Exposition Park is a 160-acre state property in the heart of Los Angeles, south of downtown. The Park serves millions of visitors annually and is home to a collection of world-class museums, educational and sport facilities, and entertainment venues and open space publicly accessible to over half a million individuals who live within a three-mile radius, and to the millions of residents in the greater Los Angeles area.

OEPM's mission is to provide long-term executive leadership in the development and implementation of park usage policy and day-to-day management, operation, and promotion of Exposition Park for its tenants and the public. In addition to their park-wide supervisory and administrative role, OEPM is supported by three branches: Department of Public Safety, Business and Public Affairs, and Administration and Operations, including fiscal operations.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• 10+ years of relevant experience in operations, administration, management, finance, or equivalent.
• Minimum of 5 years of supervisory experience, managing a team of full-time staff.
• Master's Degree preferred or Bachelor's degree in Finance, Business Management, Administration, or a related field.
• Knowledge of the organization and functions of the California State Government, including the organization and practices of the Legislature and the Executive Branch, principles, practices, and trends of public administration.
• Proven experience managing financial operations.
• Superior verbal and written communication skills in English, and ability to communicate complex ideas in concise, accessible language.
• Strong presentation skills and experience drafting and proofing materials, reports, data, etc.
• Competency with Microsoft Excel, PowerPoint, Outlook; proficiency in business management tools and software (e.g., SAP, ERP, CRM) preferred with a willingness to learn new technologies as required.
• Strong working knowledge of data analysis and performance metrics.
• Experience with project management, including managing multiple stakeholders, consultants, vendors, and project-based teams from concept to execution.
• Detail-oriented and highly organized with a demonstrated ability to work both independently and in collaborative settings to manage multiple tasks effectively and create efficient processes.
• Proven ability to plan and manage operational processes for maximum efficiency and productivity.
• Experience supervising, hiring, training, mentoring, and guiding team members, partners, and community members with care and excellence. Strong leadership and team-building abilities.
• Ability to work and make strategic decisions independently, with limited information.
• Superior knowledge of multiple operational functions and principles, including finance, public engagement, operational management, and supervisory responsibilities.
• Strong working knowledge of governmental regulations, laws, legal guidelines, and budgeting and operational processes; preference for state government experience.
• Superior negotiation skills for both internal and external purposes.
• Ability to successfully engage, negotiate, and manage relationships with the public, staff, management, external stakeholders, and other government agency representatives. Management experience with staff and/or consultants.
• Skill in strategic planning, project management, and organization.
• Skill in analyzing data and information from diverse sources.
