Job Description and Duties

The Department of Financial Protection and Innovation (DFPI) is seeking an Assistant Deputy Commissioner, Administration of Fiscal Management and Business Operations (CEA Level A) to join our leadership team! The CEA position will be filled in the DFPI office location headquartered in Sacramento.

Under the general direction of the Deputy Commissioner of Administration, the Assistant Deputy Commissioner of Fiscal Management and Business Operations (CEA A) is responsible for providing operational leadership and oversight of policies within the Fiscal Management Office and Business Operations Office.

The Assistant Deputy Commissioner ensures the effective development and implementation of key policies related to budgeting, financial planning, procurement, contracting, facilities management, and compliance with state regulations.

The role focuses on managing operations, ensuring compliance with state and departmental guidelines, and optimizing resource allocation to meet operational goals. Leads the implementation of the business units to ensure fiscal and operational responsibility.

Working Conditions

This job requires reporting on site, however, telework may be available once established.

Sacramento Location: The Sacramento office is in the new state-of-the-art May Lee State Office Complex in Sacramento's River District, conveniently located next to Light Rail. On site parking available for a fee.

Department Information

The Department of Financial Protection and Innovation (DFPI) protects consumers and oversees financial service providers and products. The DFPI supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DFPI licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders. Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1. Leadership experience in fiscal and operational management, overseeing budgeting, financial planning, revenue forecasting, and expenditure tracking in a state agency/department or other organizational environment.

2. Demonstrated experience and knowledge of State of California state administrative and fiscal policies, including the State Administrative Manual (SAM), State Contracting Manual (SCM), and Department of General Services (DGS) procurement and facilities guidelines.

3. Experience in developing and implementing enterprise-wide procurement and contracting strategies, including sensitive contracts and alternative solicitation methods.

4.  Experience leading cross-functional teams and managing risk across administrative domains, including the principles, practices, and methods of asset management, vendor oversight, operational compliance, and internal controls.

5. Demonstrated experience with the ability to optimize resource allocation to support strategic initiatives, ensure compliance, and meet department-wide operational goals.

6. Experience which demonstrates the ability to communicate technical, and policy matters effectively, both orally and in writing, and develop cooperative working relationships with control agencies, legal counsel, and internal and external stakeholders.

7. Experience with facilities management which includes space planning, maintenance coordination, and safety protocols in compliance with OSHA and DGS regulations.

Examination Information

This examination will consist of a review by an executive screening committee of the candidates' Statement of Qualifications (SOQ) and application package. An SOQ is a narrative discussion addressing specific statements, of which are aligned with the desirable qualifications of the position, that demonstrate the candidate’s education, training, experience, and skills. The SOQ serves as the examination for this position and shall be the only basis for the candidate’s final score and rank on the eligible list.The SOQ will also serve as documentation of each candidate's ability to present information clearly and concisely in writing since this is a critical factor to successful job performance.Candidates will be competitively ranked according to their qualifications using predetermined evaluation criteria consistent with the desirable qualifications for the position. 

  • The SOQ must be numbered and the DesirableQualifications restated in the same order as the statements above and your responses should provide detailed examples of your experience and overall length of experience related to each statement.
  • The SOQ shall not exceed three (3) pages in length, single-spaced, 12-point Arial font, and be in justified paragraph format.
  • The document shall be titled “Statement of Qualifications – (Your full name)
  • When completing the SOQ, please include all relevant experience, education, and training for each statement.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
