About this Role: 

DHCS is seeking a skilled, innovative, and strategic leader, with experience in health care payments and contracts, to fill the role of Chief, California Medicaid Management Information Systems (CA-MMIS) Operations Division.

The Chief, CA-MMIS Operations, leads the administration, oversight, and monitoring of the Department’s Fiscal Intermediary (FI) Business Operations (BusOps) and FI – Maintenance and Operations (FI-M&O) contracts for the state’s Medi-Cal program. In this role, the Chief, CA-MMIS Operations, also provides oversight of the FI-M&O vendor and related systems used to assist with the processing of approximately $21 billion annually in Medi-Cal claim payments.


The Chief, CA-MMIS Operations, builds collaborative working relationships with DHCS Executive Staff, internal and external partners and stakeholders, including but not limited to, the California Health and Human Services Agency (CalHHS), the Department of Finance (DOF), the California Department of Technology (CDT), members of the state Legislature, and other state, federal, and local representatives, advocates, and organizations.


The Chief, CA-MMIS Operations, works under the general direction of the Deputy Director, Program Operations, and is a member of the DHCS Executive Staff.

 

This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) upon assuming office, annually while in office, and upon leaving office.

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

(1) Knowledge of the organization and functions of California State Government, including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the Department’s Equal Employment Opportunity Program (EEO) objectives; and a manager’s role in the EEO.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

Desirable Qualifications

  • Demonstrated knowledge of Medi-Cal and/or Medicaid including associated laws, regulations, rules, and policies.
  • Demonstrated experience with leading and/or managing large-scale contracts through procurements.
  • Demonstrated knowledge and experience with health care payments.
  • Demonstrated ability to lead improvement initiatives focused on workflows, technology, and customer service for enhancing the user experience for health care providers and/or others.
  • Demonstrated ability to lead the development, implementation, and improvement of policies and procedures that increase the cost-effectiveness of health care programs.
  • Demonstrated ability to lead diverse teams to innovate operations using technology and modern process improvement strategies.
  • Demonstrated knowledge of state Information Technology (IT) laws, regulations, and rules.
  • Demonstrated strong leadership, interpersonal, and problem-solving skills.
  • Demonstrated ability to perform high-level and complex administrative, management, and policy development and implementation tasks.
  • Demonstrated ability to communicate effectively both orally and in writing.
  • Demonstrated ability to collaborate across high levels of government, external organizations, providers, industry associations, and member representatives.
  • Demonstrated ability to lead change and transformation efforts within and outside the organization, using excellent communication and change management strategies.

Examination Information

The examination process will consist of Supplemental Application Items/questions, as outlined below. Applicants must respond to all five supplemental application items for this examination. These supplemental items are designed to identify job achievement in specific areas that demonstrate the ability to perform at the CEA B level successfully. Responses to the five supplemental application items will be assessed based on pre-determined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that required under the minimum qualifications.

Telework and Salary Information

Telework Information: This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required. 

Reporting Location: Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Salary Information: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs employees for this position to receive a 3 percent temporary reduction in pay in exchange for 5 hours of PLP 2025 leave credits per month.
