Job Description and Duties

The Deputy Director (DD)/Chief Information Officer (CIO) provides executive leadership for the Information Technology Services Division (ITSD), overseeing a complex organization of 395+ staff and two CEA B-level leaders across nine IT branches. This role ensures alignment with the Future of Public Health by delivering responsive, fiscally responsible IT services through strategic partnerships with program areas.

The DD/CIO manages a $525M annual IT budget and project portfolio, guiding enterprise IT governance, strategic planning, and execution of the CDPH IT Strategic Plan and Data initiatives. Responsibilities include oversight of the IT Data Center, cybersecurity, application development, enterprise architecture, project and portfolio management, and executive IT support.

Key responsibilities include:

  • Leading enterprise IT governance and execution of the CDPH IT Strategic Plan and Data initiatives associated with the Future of Public Health.
  • Overseeing the IT Data Center and core IT functions including cybersecurity, application development, enterprise architecture, project and portfolio management, and executive IT support.
  • Serving as executive sponsor for major statewide Health IT initiatives such as the CDPH HIE Gateway and CDPH Bundle.
  • Directing the development of enterprise IT financial tools and reporting systems.
  • Managing all IT-related Budget Change Proposals (BCPs), Advanced Planning Documents (APDs), Project Approval Lifecycle (PAL) documents, and federal program estimates to secure funding and ensure compliance with state and federal mandates.

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    Examination Information

    The examination process will consist of a thorough evaluation of the applicant's Statement of Qualifications (SOQ). Each applicant must complete and submit the required SOQ responding to all factors listed in this section. Applicants without the SOQ may be eliminated from the examination. When completing the SOQ, applicants must follow the following guidelines:

    1. Strategic Leadership – Describe how your knowledge, skills, abilities, and experience align with this role; how you have created a strategic IT vision; and have led the development and execution of an enterprise-wide IT strategic plan that aligned with organizations mission and performance goals?

    2. IT Budget Management – The Information Technology Services Division (ITSD) budget is very large and complex, with mulitiple funding reporting structures. How have you managed a similarly complex budget. What strategies did you use to ensure Capital Expense (CapEX),  and resource operations, maintenance, and equipment (OE&E) to promote program transparency, compliance, and fiscal responsibility?

    3. Governance and Compliance – What is your approach to maintaining and maturing a three-tier (Business/IT executive, tactical, operational) IT governance, as well as ensuring compliance with state and federal mandates, particularly in a public health or highly regulated environment?

    4. Innovation and Collaboration – Give an example of how you fostered a collaborative service-oriented, modern cloud based, and platform culture between IT and program areas. What were your biggest challenges and most impactful successes regarding service delivery or operational efficiency?

    5. Legislative Engagement and Fiscal Advocacy – Describe your experience testifying before state legislative committees. How have you communicated and advocated for IT-related Budget Change Proposals (BCPs), fiscal requests, or updates on system and data platform initiatives? What strategies have you used to ensure clarity, alignment with public health priorities, and successful outcomes?
