Job Description and Duties

Under the direction of the Information Technology Manager I (ITM I) and Information Technology Specialist II (ITS II), the incumbent Project Manager/Business Analyst may perform a wide variety of tasks requiring innovative problem-solving in all aspects of project management and business analysis within broadly stated and non-specific guidelines. The IT Specialist I (ITS I) independently plans, organizes, and manages information technology (IT) projects throughout the Project Management Lifecycle (PMLC) as defined by the California Project Management Framework (CA-PMF).

The incumbent is required to have broad knowledge of information technology governance principles and guidelines to support decision making; knowledge of complex business processes and systems; exercise a high degree of initiative; independence of action and originality; demonstrate tact and good independent judgment; communicate effectively; develop and maintain effective and cooperative working relationships; easily adapt to changing priorities; work as part of a team; able to work under pressure to meet stringent deadlines; and maintain regular, consistent, and predictable attendance.

Special Requirements

Finance operates under a hybrid telework model, which requires employees to work in the office (report to headquarters) for a minimum of two days during the workweek. The hybrid policy is subject to change, and additional in-office days may be required at management's discretion.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Knowledge of business analysis and project management standards, concepts, principles, methods, practices, and processes prescribed by the California Project Management Framework, Project Management Body of Knowledge (PMBOK), Business Analysis Body of Knowledge (BABOK), California Project Approval Lifecycle (PAL), and State policies.
  • Experience developing all forms of business analysis and project management documentation including business analyses, project charters, software requirement specifications, process maps, use cases, project schedules, test plans, software design specifications, and lessons learned.
  • Experience leading and managing all aspects of project delivery including concept, initiation, planning, execution, closing, and maintenance and operations according to Project Management and System Development Life Cycles.
  • Ability to prioritize, multi-task, and manage multiple projects simultaneously.
  • Project Management Professional (PMP) certification (or similar certification) or a Bachelor’s degree with a focus on Project Management.
  • Certified Scrum Master and/or Agile Certified Practitioner.
  • Certified Business Analysis Professional (CBAP) certification.
  • Experience leading business process reengineering efforts.
  • Ability to elicit and document requirements effectively using non-technical terms and vocabulary that will be clearly understood by project teams and customers.
  • Knowledge of contemporary agile methodologies, best practices, and trends.
  • Knowledge of software testing principles and practices and experience managing software testing activities.
  • Ability to identify risks and effectively manage issues that arise in a timely manner.
  • Strong analytical and organizational skills.
  • Experience analyzing and resolving complex problems or issues.
  • Ability to develop and maintain excellent customer service.
  • Ability to communicate diplomatically and effectively, both orally and in writing.
  • Experience working in a team-oriented, collaborative environment.
  • Experience facilitating meetings with a diverse audience of both technical and non-technical participants.
  • Experience utilizing Microsoft software products (Word, Excel, Outlook, Visio, OneNote, SharePoint, Azure DevOps, and Project) and Adobe Acrobat.
