Job Description and Duties

The California Coastal Commission (Commission) is offering an exciting opportunity for an individual knowledgeable in coastal engineering or other related engineering disciplines and interested in applying science to public policy decisions.  The Commission is a small State agency that is charged with protecting coastal resources and managing coastal development in California.  The mission of the Commission is to implement the Coastal Act and to provide for the balanced use of the coastal zone and to protect, restore, and enhance coastal and marine resources for the continuing benefit of current and future generations.

The duties of this position will include the following:

  • Perform a broad range of complex engineering work concerning present and future environmental policies, and the implementation of Coastal Act policies in the Commission’s planning and permitting work. Will work closely with the Commission’s engineering and geology team.
  • Serve as one of the Commission’s in-house engineer providing advice to staff in all Commission offices and programs on a wide range of engineering issues such as coastal armoring and offshore wind infrastructure. Assist staff in permit application review and Local Coastal Program (LCP) policy review.
  • Represent the Commission on important statewide committees and technical advisory groups dealing with issues such as coastal hazards, hazard mitigation strategies, coastal processes (e.g., sediment management), regional planning, resource protection and climate change.
  • Develop staff recommendations to the Commission and the Legislature on a wide variety of projects, policies and issues affecting resources within the coastal zone.
  • Serve in a variety of forums as a spokesperson for science-based implementation of the CA Coastal Act.
  • Provide training to Commission staff and local governments on a wide variety of engineering issues.

Working Conditions

This position is located in the San Francisco office. The California Coastal Commission is a hybrid workplace and offers telework for all employees. Telework is available for this position in accordance with the California Coastal Commission’s Telework Policy and Procedures with a minimum of 2 in-office days per week. This Telework Policy is subject to change.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of: Principles and practices of civil engineering, including the sub-discipline of coastal engineering; surveying; hydraulics; engineering mathematics; stress analysis, design of simple structures; coastal processes, shoreline dynamics, wave forces and current and future consequences of rising sea level; strength, properties, and uses of the materials of engineering construction; offshore wind infrastructure and other offshore development including mooring and anchoring technology; common descriptions of real property; hydrology; valuation methods, procedure, and terminology; general familiarity with current building codes and industry standards; understanding of Coastal Act and Commission regulations and procedures; understanding of the goals of the agency and the agency’s management.

Skill in: Design and design analysis; mapping or other representations of geographic information and use of GIS; drafting or drawing to illustrate site conditions, risks or design options, and development of flow charts, timelines or other options for visualizing information; and use of standard office software such as Word, Excel and PowerPoint.

Ability to: Do map interpretation and analysis; review and critically analyze detailed plans, specifications and technical reports; review calculation methods used in project design and spot check technical calculations; perform technical research work, assess applicability of research to project work, provide research summaries and make detailed analysis; communicate recommendations and results of analysis in public settings and respond to questions; keep necessary records; prepare complete and comprehensive reports that both convey information and focus on the most relevant issues, and make recommendations; inspect project sites and construction projects and make neat and accurate notes and computations; establish and maintain cooperative working relations; prepare clear and concise reports; analyze situations accurately and adopt an effective course of action; do project prioritization and time management to complete a range of different projects on schedule; communicate effectively orally, and through writing, illustrations, and presentations.

Education/licensing: Masters Degree or Ph.D. in civil or environmental engineering or a closely related field is strongly preferred. It is desired that the incumbent be a licensed civil engineer with the State of California, or be working toward licensure.
