Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.
In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The Colorado River Basin Regional Water Quality Control Board (Regional Water Board) is recruiting for a Career Executive Assignment/Assistant Executive Officer. The Executive Officer is seeking an individual with a strong environmental ethic and vision and who is willing to commit to leadership and demands of a Region that covers a wide range of water quality programs. The position is located at 73-720 Fred Waring Drive, Suite 100, Palm Desert, CA 92260.
The Colorado River Basin Regional Water Board encompasses the southeastern part of the state, including parts of Imperial, Riverside, and San Bernardino Counties. The Colorado River Basin is one of the least populated areas of the state. Water quality issues within the region include irrigated lands, reliance on groundwater for water supplies, the Salton Sea and transboundary flows from Mexico via the New River. The Colorado River Water Board has a staff of 40.
Under general direction of the Executive Officer, and consistent with good customer service practices and the goals of the State and Regional Boards’ Strategic Plan and priorities, the Assistant Executive Officer is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and solicit and consider internal/external customer input when overseeing the completion of work assignments. The incumbent will perform duties that include the following:
The Executive Officer and the Assistant Executive Officer function as the executive management team for the Regional Water Board. The position requires technical, regulatory, administrative and policy expertise and regular communication and work with various governmental and non-governmental agencies, businesses and environmental organizations, elected officials, the media and the public. The AEO is responsible for the regional budget and personnel management, timely completion of work plan commitments, performance tracking and improving employee skills to generate high quality regulatory actions and documents, responsive customer service and compliance assistance. The AEO supervises one section chief and two-unit chiefs and oversees all regulatory and administrative functions of the region including review of staff work: including reports and correspondence. The AEO will continuously strive to improve customer service and compliance through improved business practices, guidance, public education and expanded outreach efforts.
