Job Description and Duties

This is an opportunity to join the diverse, dynamic, and multi-disciplinary Flood Maintenance and Operations team.  This Environmental Scientist position will provide environmental compliance and permitting support activities for DFO/FMO associated with operations, maintenance, replacement, rehabilitation improvement of State and federal flood control projects: including implementation of environmental/permitting requires, wildlife surveys, habitat assessments, maintenance impact and mitigation assessments, and monitoring/surveys associated with flood operations, maintenance, repair, and improvement activities; preparation of annual maintenance plans, verification request forms, and annual reports; enters information and data to various databases; identify environmental issues and compliance requirements for work; support flood projects by preparing California Environmental Quality Act documents and other environmental regulatory permits applications, and associated documents, communication and coordination with maintenance yard staff; tribal consultation and coordination; providing annual environmental awareness training, and environmental compliance and permitting support; requires periodic travel within the 11 counties that DWR/FMO has flood control facilities that are required to be maintained. The position may also provide environmental support on other FMO and DFO projects and emergency response, environmental monitoring, and reporting, etc., as needed.  FMO is seeking candidates who are flexible, strategic, and can communicate, coordinate, and collaborate effectively with engineers, scientists, utility craft maintenance staff, and a broad spectrum of agency representatives and stakeholders.

Special Requirements

Possession of a valid California Driver’s License.  Work may require driving and walking on uneven terrain and lifting equipment and materials associated with conducting environmental assessments on field visits, biological surveys, or for construction monitoring.  This may require driving a vehicle on public roadways.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

This incumbent must be comfortable conducting field work in all weather conditions, from construction monitoring to wildlife/fisheries/botanical assessment and surveys, and possess strong project management, organizational, oral and written communication skills, be proficient with Microsoft Office word processing software.  The incumbent must also be comfortable coordinating and communicating with utility craft maintenance workers, engineers, various stakeholders, agency staff and tribal representatives, interest in landscape ecology; knowledge of Central Valley natural systems, ecology, wildlife, fisheries, conservation biology, botany; understanding of compliance with State and federal environmental laws; and regulatory permitting and tribal consultation processes; knowledge of GIS; familiarity and use of electronic field data applications and databases, and a positive attitude in working cooperatively in diverse multi-disciplinary teams.
