Job Description and Duties

Scope of Responsibilities:

  • Exercise management responsibility and provide policy direction to ensure the most effective and innovative use of technology and data resources and to identify technological solutions to office automation, application development, and systems analysis
  • Develop and maintain policies and procedures that ensure the security of all data
  • Oversee administration of local area network operations, system software installation and maintenance, wide area network administration, DTSC’s E-Manifest System, Internet/Intranet development and administration, telephone systems, and user support services
  • Exercise management oversight and provides policy direction for the performance of the following essential functions and services for DTSC’s internal and business users
  • Develop an OEIM strategic plan for maintaining and improving business processes that effectively support DTSC’s mission
  • Manage implementation of the IT components of the DTSC Strategic Plan, recommend and develop information technology systems, prepare business analysis reports, oversee procurement of equipment and services, and provide reports and updates to control agencies on a variety of IT matters and projects

Working Conditions

This position is currently located in DTSC’s Headquarters in Sacramento. There may be opportunity to consider a location change to the following counties: Alameda County, Fresno County, Imperial County, Los Angeles County, Orange County, Sacramento County, and San Diego County. The location will be determined prior to receiving an official job offer.

Statement of Qualification (SOQ) Instructions

 

A Statement of Qualifications (SOQ) is required for the hiring manager’s review. Applications submitted without an SOQ may be disqualified.


You must provide direct responses to each of the SOQs listed below. Each individual response must be numbered and include the full text of the SOQ prior to each response. Please address how you possess each SOQ using specific examples of your education, training, and experience.

 

The SOQ MUST not exceed three (3) pages in length, twelve (12) point Arial font, single spaced, and one (1) inch margins. A SOQ that does not conform to the specifications will be given a disqualifying score.

 

Your SOQ should address the following:

 

1. Describe your experience in Information Technology (IT), data governance, and in re-engineering legacy IT systems to achieve reliability, efficiency, and functionality. Please provide specific examples of how you have led or contributed to modernization initiatives, and the impact these have had on organizational performance and service delivery.

 

2. Describe your experience applying project management and resource planning techniques to IT projects or initiatives. How have you ensured that projects were delivered on time, within budget, and met user needs? Include examples of how you managed competing priorities and resource constraints.

 

3. Describe your experience with formulating, negotiating, and developing policy in support of a department’s mission, vision, and goals. How have you aligned technology services and data analytics resources to support organizational objectives? Provide specific examples.

 

4. Describe your experience developing and leading multi-disciplinary teams, both internally and externally. Include how you developed program-specific operational plans, established best practices, and performance metrics to promote and support organizational change. How did you foster a culture of diversity, equity, and inclusion within your teams?

Examination Information

If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
