Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The State Water Resources Control Board’s Lahontan Regional Water Quality Control Board has an opening for a Supervising Engineering Geologist. The position is located at 15095 Amargosa Rd., Bldg. 2 Suite 210, Victorville, CA 92394.

The Lahontan Region encompasses many scenic vistas from the highest (Mount Whitney) and lowest (Death Valley) points in the contiguous US and diverse topography throughout. There are two Outstanding National Resource Waters, Lake Tahoe and Mono Lake, located within the Lahontan Region. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  1. Provide examples of your effective leadership skills within an organization that creates a positive work environment through collaboration and motivating staff.
  2. Describe examples of your direct supervision and mentorship of staff on 1) technical work products using all relevant principles of engineering geology, and 2) complex policy issues.
  3. Provide relevant examples where you have developed and implemented workplans and performance measures to ensure accountability, management of program/office/division budgets, and tracking of expenditures.
  4. Please provide examples where you have demonstrated success representing an organization at high level meetings with stakeholders, dischargers, local jurisdictions, lawmakers, and partner agencies to solve complex and multijurisdictional water quality issues.
  5. Describe your understanding and experience with regulatory enforcement procedures, the Water Board’s Enforcement Policy, and the Supplemental Environmental Project Policy.
  6. Provide examples demonstrating your knowledge and experience with permitting and regulation of complex water-related programs such as: National Pollutant Discharge Elimination System (NPDES) stormwater; 401 Dredge & Fill; Land Disposal; Wastewater; Confined Animal and Agricultural operations; Cleanup/Site Investigation; and Comprehensive Response, Compensation and Liability Act (CERCLA), as well as, Defense and State Memorandum of Agreement Cooperative Agreement (DSMOA CA) associated with Department of Defense (DOD) military sites.
  7. Please describe your experience with documenting individual performance, providing on-going feedback focusing on performance, and addressing problematic performance with employees that you have supervised.
  8. Please share your experience(s) leading organizational change where staff are well informed, leaders listen and take action executing necessary organizational and process improvements, and the organizational change is done in a highly visible, transparent, and inclusive way.
