Job Description and Duties

Hybrid Telework Opportunity.

Under the general direction of the Procurement & Business Services Section Chief (Staff Services Manager II), this position serves as the departmental subject matter expert responsible for independently performing, leading, and overseeing the most complex, sensitive, and policy-impacting procurement and contract management duties for the Department of Health Care Access and Information (HCAI), Procurement and Contracts Services (PCS) Section. The incumbent provides expert guidance, develops and implements policy and procedures, ensures compliance with statewide laws and regulations, and represents HCAI in high-level procurement and contracting matters.

Training and Development (T&D) assignments may be considered for this position. T&D assignments are temporary assignments made for the purposes of providing career advancement opportunities to prepare permanent civil service employees for future promotions into new occupational fields.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.

 

Telework schedules: The expectation is that all staff will work in office 4 days a week July 1, 2026.

  1. Describe your knowledge and experience with state contracting and procurement processes. In your response, include examples of how you have interpreted and applied laws, policies, and procedures such as the State Contracting Manual, Public Contract Code, Purchasing Authority Manual, or DGS Procurement Division guidelines.
  2. Provide an example of a complex or sensitive contract or procurement you have led. Explain your role, the challenges you faced, the stakeholders involved, and the outcome. Highlight how you ensured compliance, timeliness, and accountability.
  3. Discuss your experience developing and improving contract or procurement policies, procedures, or tools. In your answer, describe how you collaborated with staff, trained others, or represented your organization in interagency work groups or policy committees.
    Desirable Qualifications:
    • In-depth knowledge of state contracting and procurement laws, rules, and regulations (e.g., Public Contract Code, State Contracting Manual, Purchasing Authority Manual).
    • Demonstrated ability to develop, review, and process complex solicitations, agreements, contracts, and amendments.
    • Experience providing authoritative interpretation of procurement and contracting requirements, including exemptions and statutory agreements.
    • Proven leadership in managing complex and sensitive procurements, ensuring compliance with statewide standards and delegation limits.
    • Strong analytical skills with the ability to recommend strategic contracting approaches and improve processes.
    • Experience developing and maintaining procurement/contracting desk manuals, tools, and training resources.
    • Ability to prepare, analyze, and present accurate reports to control agencies and stakeholders.
    • Strong interpersonal and communication skills, with demonstrated success in advising and training staff at all levels.
    • Experience representing an organization on statewide procurement/contracting committees, work groups, or task forces.
    • Ability to lead special projects, balance multiple priorities, and deliver results under tight deadlines.
