Job Description and Duties

The Staff Services Manager II (Supervisory)- Procurement will be directed by the Assistant Hospital Administrator at the Department of State Hospitals – Atascadero (ASH). The incumbent will be responsible for the following duties but not limited to:

• Directly responsible for all management functions concerning the development on Non -IT goods purchases and service contracts.
• Direct and advise in all phases of acquisitions ensuring efficient and cost-effective methods are legal and objective and in compliance with the State Administrative Manual (SAM), Public Contracting Code (PCC), State Contracting Manual (SCM), and purchasing authority.
• Collaborate and provide technical support with Departmental program managers for the non-IT procurements and P-Card processes.
• Directly supervise one Staff Services Manager I (SSM I) and rank-and-file staff. 
• Ensure staff are thoroughly trained through the California Procurement and Contracting Academy (CAL PCA) at the Department of General Services (DGS) and other required training.
• Foster team building and cooperative working relationships amongst staff as well as other units.
• Responsible for the development, implementation, and continuous improvement of all Departmental policies related to Non-IT procurement and P-Card matters 
• Ensure compliance with state and federal requirements, and provide guidance and consultation to all Departmental program managers concerning legislation, regulations, and policies related to Non-IT procurements and P-Card.

1. BE LIST ELIGIBLE: Successfully complete the competitive State civil service exam pertaining to this classification at STAFF SERVICES MANAGER II (SUPERVISORY) EXAM, OR
2. BE TRANSFER ELIGIBLE: MUST meet the minimum qualifications of the classification per DPA Rule 250, have current employment with the State of California in the same classification with permanent or probationary status or in a classification that is substantially the same with permanent or probationary status, OR
3. BE REINSTATEMENT ELIGIBLE: Have obtained previous permanent employment with the State of California in the same classification or in a classification that is comparable.
