Under the general direction of the Education Administrator I, the Staff Services Manager I (Specialist) (SSMI) performs complex duties related to the development, implementation and oversight of the Small School District (SSD) Facility Assistance Program; serves as primary liaison to provide technical assistance to SSDs for facility needs assessments, planning, deferred maintenance, project management, and funding opportunities.
Develop program parameters for the Supporting America’s School Infrastructure Grant Program to ensure compliance with federal grant requirements. Develop and maintain an implementation and operational plan including program standards, qualification criteria, program coordination, procedures and forms, budget monitoring, and timelines. Monitor contracts with direct technical assistance vendors, ensuring compliance with the scope of work, budget, logistics, deliverables, and quality of work. Develop and utilize evaluation criteria/tools to gather feedback from SSDs and measure effectiveness of program and contractors, and implement changes, as necessary.
Lead stakeholder engagement efforts including county, regional, and statewide advisory groups to develop a comprehensive needs assessment and provide recommendations to the project director. Develop effective working relationships with all levels of California Department of Education staff, field contractors, participating local education agencies and/or County Offices of Education, and subject matter experts. Serve as the primary liaison between project partners to gather SSD feedback and utilize data to develop responsive tools, training, and resources for addressing facility challenges. Develop training to meet the identified needs of SSD leaders and administrators and provide synchronous and asynchronous training and update as needed.
Collaborate with the Application Development and Maintenance Office within the Technology Services Division to develop data elements and user parameters to support the design and implementation of a building information collection tool, to capture essential school facility data. Monitor data collection and provide reports, as needed. This position requires travel.
