Job Description and Duties

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

Under general direction from the Director and Chief Deputy Director, the CEA - Chief Information Officer (CIO) has overall responsibility for the information technology (IT) activities that support the Department’s critical lines of business.  As CIO, the position has management authority over IT operations and project activities and is responsible for the establishment and execution of the CRD IT infrastructure. The CIO serves as the statewide principal policymaker in the IT Division and serves as the Chief IT advisor to the Executive Staff on all aspects of IT. The CIO manages the Information Technology Services Division (ITSD) that provides IT services in support of the Department’s programs, strategic goals, business objectives, and management principles.

        Department Information

        The California Civil Rights Department (CRD or Department) is the civil rights enforcement agency for the State of California.  CDR’s mission is to protect all people in California from employment, housing and public accommodation discrimination, human trafficking, and hate violence.

         

        The CRD is the largest state civil rights enforcement agency in the country. It enforces the California Fair Employment and Housing Act (FEHA), Unruh Civil Rights Act, Disabled Persons Act, Ralph Civil Rights Act, and the California Trafficking Victims Protection Act. The Department has jurisdiction over both private and public entities operating within the State of California, including corporate entities, private sector companies that contract with the State of California, and all State departments and local governments. 

        The CRD receives, investigates conciliates, and initiates individual and systemic discrimination complaints in its five offices throughout California. CRD litigates individual, class, group and systemic cases in all California jurisdictions, including state and federal courts. It leads education and outreach efforts to stakeholders and the public, and has an active regulatory and legislative program.

        The Civil Rights Department has six California locations in the following cities:

        Desirable Qualifications

        In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
        • Broad knowledge of principles of project management, approval processes for IT projects and IT systems design and best practices
        • Direct experience leading complex IT projects; either in a Project Manager/Director role or a key role on large projects
        • Knowledge of web and database technology
        • Knowledge and experience in the use of accessible technology (electronic documents, websites, videos, software applications, and hardware devices that can be used effectively by employees and members of the public with disabilities)
        • The ability to work well under pressure, meet deadlines and adapt to changing priorities
        • The ability to exercise a high degree of initiative, independence of action, and originality
        • Exceptional tact and the ability to demonstrate good independent judgment
        • Excellent communication, writing and analytical skills

        Examination Information

        If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

        A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

        A Statement of Qualifications (SOQ) is required and must be submitted with your application. The SOQ is a narrative discussion of how the candidate’s education, training, experience, and skills meet the desirable qualifications and demonstrate the candidate’s ability to perform the job duties listed in this bulletin.
