Job Description and Duties

The State Coastal Conservancy has a rare opportunity for you to join us at the full journey level in protecting the San Francisco Bay Area’s iconic lands and waters, restoring vital habitats, increasing inclusive and equitable enjoyment of the Bay shoreline, and enhancing climate resilience. This position in the Conservancy’s SF Bay Area Program will have a strong focus on sea level rise adaptation, flood risk reduction, and habitat restoration.

The Conservancy works with others on multi-benefit projects located along the coast of California, within coastal watersheds, and/or within the nine-county San Francisco Bay Area. The new staff member will be part of the San Francisco Bay Area Program and will work with grantees, partner agencies, organizations, and regional collaboratives, as well as tribes and community groups.

The new Conservancy Project Development Analyst will assist with disbursing state funding and managing projects to acquire and protect natural and agricultural lands, restore, and enhance habitats and ecosystems, design and build trails and other recreational facilities, plan and implement climate adaptation solutions, provide environmental education, and improve public access for historically underserved communities. Tasks will be performed under the general direction of a Regional or Deputy Manager, and may include but will not be limited to:

• Soliciting and reviewing grant applications
• Assisting with project development
• Writing and presenting staff recommendations for Conservancy Board approval
• Developing grant agreements in cooperation with legal staff
• Ensuring that the project purpose and all conditions of grant agreements are met
• Reviewing invoices
• Monitoring the progress of projects.

Working Conditions

  • This position will be an in-office/remote-office hybrid, with at least two days in-office required. A computer for teleworking will be provided.
  • Work hours are Monday through Friday, eight hours per day. Prolonged periods of sitting (or standing, if preferred) are expected. Position may require repetitive movements in the performance of daily duties.
  • Indoor work is standard and will require working on a computer for up to eight hours per day.
  • Outdoor work is occasionally necessary. Work environment may involve a range of climatic and physical conditions such as exposure to rain, heat, cold, fumes, dust, air contaminants, stinging insects, poison oak, and rattlesnakes.
  • May require working in occasional confrontational situations with project partners, grantees, or members of the public.
  • Travel to meetings and project sites may be required. Work may involve dealing with a range of traffic conditions
  • Operating a computer system is essential to perform duties.

  • Education or experience in any field related to the Conservancy’s work: Public Administration, Environmental Science, Environmental Planning, City or Regional Planning, Natural Resource Management, Geography, Biology, Earth Science, Civil Engineering, or a closely related field.

SCC will be appropriating/using the Coastal Program Analyst eligibility list for the Conservancy Project Development Analyst position. Applicants must meet the minimum qualifications for both classifications in order to take the exam:

STATEMENT OF QUALIFICATIONS

Develop a Statement of Qualification (SOQ) to respond to each of the following four questions (please insert responses below each question; do not combine responses into one combined narrative).
