Under direction of the Chief People Officer, the Human Resources Chief (SSM II) serves as the Department’s highest-level HR authority, responsible for providing strategic leadership, direction, and oversight of the Human Resources Office. The incumbent plans, organizes, and directs a comprehensive HR program encompassing Classification and Pay, Personnel Transactions, Position Control, Benefits Administration, Labor Relations, Workforce Planning, and other human resource projects and initiatives.
The HR Chief functions as a key advisor to executive leadership on all matters related to human capital management, organizational structure, and workforce development. The position requires strong analytical ability, sound judgment, exceptional interpersonal skills, and deep familiarity with State of California HR practices and control agency policies. The incumbent will lead efforts to modernize HR operations, develop staff, and ensure compliance with laws, rules, and policies established by CalHR, SPB, and other control agencies.
This position offers telework 3 days per week and is located at our 2020 West El Camino office in Sacramento, where we have free parking.
Key Responsibilities
Provide leadership and oversight for all HR functions, including classification and pay, personnel transactions, position control, labor relations, benefits, and HR compliance.
Advise executive management on HR strategies that support organizational goals and workforce planning.
Develop, review, and submit CEA concept proposals, reorganization plans, and other structural change requests.
Ensure adherence to laws, rules, and policies established by CalHR, SPB, DGS, and other control agencies.
Direct and review staff work to ensure accuracy, efficiency, and consistency across all HR programs.
Lead and manage labor relations activities, including contract interpretation, employee relations, and grievance resolution.
Oversee the development and implementation of HR data collection and reporting systems for workforce analytics.
Foster a culture of continuous improvement, innovation, and service excellence within the HR Office and HCAI.
Represent the Department in meetings with control agencies, other departments, and external stakeholders.
Serve as a key member of HCAI’s management team, contributing to departmental strategic planning and decision-making.
Desirable Qualifications
Extensive experience in Human Resources management within the State of California civil service system.
Demonstrated expertise in multiple HR functional areas, including classification and pay, labor relations, personnel transactions, and position control.
Proven ability to develop, justify, and implement organizational changes, including reorganizations and CEA concept proposals.
Strong working knowledge of CalHR, SPB, and other control agency policies, procedures, and resources.
Experience providing high-level consultation to executive management on sensitive HR matters.
Demonstrated skill in managing and developing staff, setting clear priorities, and ensuring accountability.
Excellent written and verbal communication skills, with the ability to communicate complex HR concepts clearly and diplomatically.
Strong project management, analytical, and problem-solving abilities.
Demonstrated ability to foster positive labor-management relations and a culture of collaboration.
Ability to maintain confidentiality, exercise sound judgment, and navigate complex or politically sensitive issues tactfully.

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.
Telework schedules: The expectation is that all staff will work in office 4 days a week July 1, 2026.
