Job Description and Duties

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

Under the general direction of the Director and the Chief Deputy Director of the Civil Rights Department (CRD), the Deputy Director of Enforcement is responsible for leading the Department’s Enforcement Division (Division).  This includes overseeing the performance of the division and making changes to processes, policies, and systems in order to ensure performance goals are met, establishing and maintaining the tools, training and practices needed to foster high levels of staff engagement and productivity, and creating/supporting a work environment consistent with the Department’s core values. The Deputy Director of Enforcement exercises broad responsibility over the Division and serves as a member of the Department’s Executive Team.

The Enforcement Division within CRD receives, processes, investigates and conciliates complaints of discrimination, harassment and retaliation in employment, housing and by business establishments as well as complaints of hate violence and human trafficking.  Investigations are conducted pursuant to state civil rights laws, departmental regulations, and may also be conducted pursuant to federal civil rights laws under work-sharing agreements with the U.S. Equal Employment Opportunity Commission and the U.S. Department of Housing and Urban Development.

        Department Information

        The California Civil Rights Department (CRD or Department) is the civil rights enforcement agency for the State of California.  CRD’s mission is to protect all people in California from employment, housing and public accommodation discrimination, human trafficking, and hate violence.

         

        The CRD is the largest state civil rights enforcement agency in the country. It enforces the California Fair Employment and Housing Act (FEHA), Unruh Civil Rights Act, Disabled Persons Act, Ralph Civil Rights Act, and the California Trafficking Victims Protection Act. The Department has jurisdiction over both private and public entities operating within the State of California, including corporate entities, private sector companies that contract with the State of California, and all State departments and local governments. 

        The CRD receives, investigates conciliates, and initiates individual and systemic discrimination complaints in its six offices throughout California. CRD litigates individual, class, group and systemic cases in all California jurisdictions, including state and federal courts. It leads education and outreach efforts to stakeholders and the public, and has an active regulatory and legislative program.

        The Civil Rights Department has six California locations in the following cities:

        A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
