The deputy director serves as the department's chief information officer (CIO), ensuring effective and efficient delivery of all technology services through executive leadership and strategic direction for the Office of Technology Services (OTS). The deputy director provides high-level policy design and oversight for all the Department’s Information Technology (IT) services and ensures compliance with statutory program requirements. The deputy director participates in directorate-level strategic planning to evaluate and recommend policy and program direction, ensure compliance with legislated program mandates, and manages staff in the development of policies for IT services. Ensures that IT operations comply with all state IT mandates and policies. The work of this office is critical and impacts the state’s health systems, programs, and stakeholders. The deputy director serves as liaison to critical partners including the California Department of Technology, Department of General Services, and Department of Finance IT Consulting and Fiscal Oversight Unit. The deputy director participates in HCAI strategic planning as a member of the Executive Management Team.

Examination Information

The SOQ is a narrative discussion addressing each of the questions listed in the Desirable Qualifications section of how your education, training, experience, and skills qualify you for the position. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing. 2. Describe your managerial or executive-level experience in information technology services and in the healthcare industry or healthcare government sectors.
3. Describe your managerial or executive -level experience leading, recruiting, and developing cross-functional technology teams.
4. Describe your managerial or executive-level experience in representing an organization engaging with partners and stakeholders including other state departments, legislative staff, local government, healthcare organizations and the like.
5. Describe your managerial or executive-level experience interpreting, developing, and implementing complex healthcare and/or technology policies, programs and organizational plans, that are sensitive, controversial, or of a particular public interest.

    If you meet the requirements stated in this announcement, you may take this competitive examination. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

    A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
