Job Description and Duties

What will you do?

As the Contract and Procurement Analyst (Staff Services Manager I (Specialist), you are responsible for handling complex solicitation and procurements, which includes independently developing and preparing contract agreements and other solicitation documents, in collaboration with contract managers, office legal staff, and vendors. You must possess excellent writing and customer service skills, and have the ability to work independently to research and develop complex solicitation documents under tight deadlines. Specifically, you will:

  • Independently research, develop, and prepare contracts such as consultant services, legal services, and interagency agreements.
  • Evaluate and recommend appropriate procurement methods and adhere to reporting requirements.
  • Independently process complex procurements of IT and Non-IT Goods/Services.
  • Assist with conducting market research and develop Request for Offers (RFO), Requests for Proposals (RFP), and other solicitation documents.
  • Develop, prepare, and finalize all Standard Agreements, Interagency Agreements, and Amendment documents, including the relevant exhibits, attachments, and terms and conditions.
  • Collaborate with our Legal Office regarding applicable laws to ensure all contracts and agreements conform to State contracting laws, regulations, policies, and procedures.
  • Communicate with vendors and contractors regarding solicitations.
  • Maintain electronic procurement and contract files, ensuring completeness.
  • Perform some backup administrative support duties as required.

    Working Conditions

    • This position is eligible for participation in the office’s hybrid telework program. 
    • Work at the alternate work location must be in California and conducted in a space that is ergonomically sound, private, distraction-free, and has safe working conditions to be eligible to telework.
    • Work performed in the office is in an air-conditioned high-rise building with elevator access and both natural and artificial lighting.
    • Work may require sitting for an extended period of time using a personal computer and the use of standard office equipment, such as phones, copiers or scanners.
    • Work may require periodic non-standard work hours and work during weekends to meet workload needs and demands.

    Temporary Salary Reduction: Due to significant budget shortfalls, beginning September 1, 2025, the office will participate in the Personal Leave Program (PLP) which reduces employee salaries in exchange for accrued leave hours. The salary reduction amounts and leave accruals are based on the amounts that represented and other excluded employees receive.
