The Statement of Qualifications (SOQ) serves as documentation of each applicant’s ability to present information clearly and concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in the SOQ not being considered and in disqualification from the interview. Each question must be numbered and addressed separately and in the same order as the questions below. The SOQ must be typed, nor to exceed three (3) pages in length, and 11-point Arial font.
1. As the Community Engagement Resources Branch Manager, you will be responsible for building collaborative relationships with partners inside and outside of Caltrans to advance community engagement in the Department. Please share an example from your experience when you worked as part of a team or partnership (with internal and/or external partners) to achieve a shared goal.
Please share:
• Strategies you employed to build trust and collaboration with the partners.
• If there was a moment when you had to prioritize the team or partner’s goals over your own preferences to move the work forward.
• The outcomes of the collaboration and what you learned from the experience.
2. Describe a time when you designed or facilitated a community engagement process that needed to reach diverse stakeholders with varying levels of access, trust, or participation barriers.
Please address:
• What strategies did you use to ensure the process was inclusive and accessible?
• What challenges did you encounter, and how did you address them?
• How did you measure whether you successfully reached and heard from underrepresented voices?
• What would you do differently if you could repeat this experience?
3. The Community Engagement Resources Branch Manager role requires understanding how transportation decisions advance or hinder equity. Please describe your knowledge and experience related to racial and social equity issues in one or more of the following areas: transportation, public health, environmental justice, climate change, housing, land use planning or development, or air quality. How have you applied this knowledge in practice (through your work, community involvement, research, or advocacy)?
