About this Role:

DHCS is seeking a strategic and collaborative leader with expertise in accounting and budgeting to fill the role of Chief, Financial Management Division (FMD).

 

The Chief, FMD, develops policies and procedures to ensure fiscal integrity, transparency and accountability of approximately $202 billion annual state and federal funding for DHCS. The Chief, FMD, is responsible for accounting; budget development, enactment, and administration; and financial reporting.

 

Additionally, key areas that the Chief, FMD, has direct oversight for include preparation, analysis, and maintenance of the Department's budget in partnership with program partners; payment of claims and maintenance of accounting records and financial data through the state's FI$Cal system; direction of cash receipts and expenditure activities of the Department; development of the DHCS cost allocation plan and corresponding methodologies; and coordination of Fiscal program responses to audit requests.

 

The Chief, FMD, also acts as the fiscal advisor to the Deputy Director and Chief Financial Officer (DD/CFO), Fiscal, Directorate, and Executive Staff. The Chief, FMD, builds collaborative working relationships with internal and external partners and stakeholders, including but not limited to, the California Health and Human Services Agency (CalHHS), the Department of Finance (DOF), the Legislative Analyst's Office (LAO), State Controller’s Office (SOC), State Treasurer’s Office, legislative staff, and other state, federal, and local representatives.  

 

The Chief, FMD, works under the general direction of the DD/CFO, Fiscal, and is a member of DHCS Executive Staff.

 

This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) upon assuming office, annually while in office, and upon leaving office.

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

(1) Knowledge of the organization and functions of California State Government, including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the Department’s Equal Employment Opportunity Program (EEO) objectives; and a manager’s role in the EEO.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

Desirable Qualifications

• Demonstrated knowledge of accounting practices and processes, especially in a multi-fund environment.

• Demonstrated knowledge of the state's budget and legislative processes, specifically those that pertain to fiscal matters impacting state operations.

• Demonstrated ability to develop accounting and budgeting processes and procedures to ensure accuracy and transparency of financial information.

• Demonstrated ability to utilize critical thinking skills to monitor and analyze financial data and develop financial strategies and recommendations for executive leadership.

• Demonstrated ability to develop and implement changes to policy consistent with applicable laws, rules, and regulations.

• Demonstrated experience leading multidisciplinary teams to achieve a common goal.

• Demonstrated experience leading change and transformation efforts within and outside the organization, utilizing excellent communication and change management strategies.

• Demonstrated ability to analyze complex issues and develop effective courses of action to solve them.

• Demonstrated ability to make planned and impromptu presentations before a group of individuals on diverse, complex, and highly sensitive issues.

Examination Information

The examination process will consist of Supplemental Application Items/questions, as outlined below. Applicants must respond to all five supplemental application items for this examination. These supplemental items are designed to identify job achievement in specific areas that demonstrate the ability to perform at the CEA B level successfully. Responses to the five supplemental application items will be assessed based on pre-determined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that required under the minimum qualifications.

3. Describe your experience implementing change management strategies in relation to a financial process to enhance financial reporting integrity, transparency, and accountability. To the extent possible, highlight examples of where you had to create strategies for new programs or programs in transition, and describe the internal and external communication strategies used.

4. Provide examples of your experience developing and implementing complex financial policy, initiatives, and programs. Include descriptions of how you worked with internal and external partners and stakeholders such as the California Department of Finance, the state Legislature, and/or other state, federal, or local governments.

Telework and Salary Information

Telework Information: This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Reporting Location: Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Salary Information: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025).
