About this Role:
DHCS is seeking a strategic and collaborative leader with expertise in accounting and budgeting to fill the role of Chief, Financial Management Division (FMD).
The Chief, FMD, develops policies and procedures to ensure fiscal integrity, transparency and accountability of approximately $202 billion annual state and federal funding for DHCS. The Chief, FMD, is responsible for accounting; budget development, enactment, and administration; and financial reporting.
Additionally, key areas that the Chief, FMD, has direct oversight for include preparation, analysis, and maintenance of the Department's budget in partnership with program partners; payment of claims and maintenance of accounting records and financial data through the state's FI$Cal system; direction of cash receipts and expenditure activities of the Department; development of the DHCS cost allocation plan and corresponding methodologies; and coordination of Fiscal program responses to audit requests.
The Chief, FMD, also acts as the fiscal advisor to the Deputy Director and Chief Financial Officer (DD/CFO), Fiscal, Directorate, and Executive Staff. The Chief, FMD, builds collaborative working relationships with internal and external partners and stakeholders, including but not limited to, the California Health and Human Services Agency (CalHHS), the Department of Finance (DOF), the Legislative Analyst's Office (LAO), State Controller’s Office (SOC), State Treasurer’s Office, legislative staff, and other state, federal, and local representatives.
The Chief, FMD, works under the general direction of the DD/CFO, Fiscal, and is a member of DHCS Executive Staff.
This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) upon assuming office, annually while in office, and upon leaving office.
