Job Description and Duties

The Chief Technology Officer (CTO) provides input to the strategic leadership for CARB’s technology vision and innovation roadmap. This role is responsible for shaping and executing the agency’s IT strategy to ensure a secure, scalable, and future-ready technology environment. The CTO leads cross-functional technical teams in the design, development, and integration of solutions that support CARB’s mission. Key priorities include modernizing legacy systems, advancing cloud adoption, driving automation, and fostering agile practices. The CTO also champions the exploration and implementation of emerging technologies to enhance operational efficiency and deliver long-term value.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  1. Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

  2. These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Deep understanding of enterprise architecture, cloud computing, cybersecurity, data governance, and software development lifecycles.
  • Experience with modernizing legacy systems, integrating emerging technologies (e.g., AI/ML, IoT), and implementing DevOps and agile methodologies.
  • Familiarity with State of CA IT standards, compliance, and procurement processes
  • Demonstrated ability to develop and execute a long-term technology strategy aligned with organizational goals.
  • Strong leadership in building and mentoring high-performing technical teams.
  • Skilled in change management, especially in navigating complex bureaucratic or regulatory environments.
  • Ability to engage with executive leadership, policymakers, and external stakeholder.


Examination Information

The examination process will consist of an evaluation of candidates' SOQ by a designated screening committee. The screening committee will use a predetermined evaluation criteria derived from the knowledge, skills, and abilities and desirable qualifications listed on this announcement. Candidates should ensure they are thorough when describing their experience relative to the areas described.

The SOQ may also serve as documentation of the candidate's abilities to present information clearly and concisely in writing, since this is a critical factor to successful job performance. The SOQ will be the only basis for the candidate's final score and rank on the eligible list. Candidates will be ranked competitively, and each candidate will be notified in writing of their examination results.
