Job Description and Duties

The Department of Child Support Services (DCSS) is looking for a passionate, self-motivated leader to join our team and serve as a Regional Administrator (CEA A).

About this role:

The Regional Administrator acts as a liaison between the state DCSS and local (county run) child support agencies within their assigned region of California. Success in this role is driven by one’s ability to build and manage relationships, communicate effectively, provide policy direction, conduct compliance reviews, find innovative solutions, hold themselves and others accountable, and work well as a member of the team. The position serves as a member of the department’s Executive Team and may lead special projects or supervise a small team of professional staff.

About DCSS:

California DCSS is the state agency responsible for leading and managing California’s Child Support Program, which operates under Title IV-D of the federal Social Security Act. In partnership with the federal government and 47 local child support agencies, DCSS provides strategic direction, policy guidance, and operational support to ensure consistent, high-quality services statewide. While counties handle day-to-day interactions with families—such as establishing parentage, setting and enforcing support orders, and collecting payments—the state department plays a central role in aligning local efforts with federal requirements, driving innovation, and promoting accountability across the program.

Working Conditions

DCSS is a diverse, family-friendly organization. The headquarters office is in Rancho Cordova, convenient to Highway 50, with free parking, close to restaurants and shopping. The facility consists of a standard office workspace, within a 2-story building, and may require sitting for extended periods of time while using a personal computer, reviewing documents, and attending meetings. This position requires travel. The work environment is fast paced and requires the incumbent to be flexible, use good time management practices, and effectively identify priorities to complete assignments in a timely manner.

This position is eligible for a hybrid work schedule and requires employees to work two days, each week, on-site at our headquarters office in Rancho Cordova, CA; however, changes to the hybrid/telework program are at the department's discretion. All employees may be required to report in person to the Rancho Cordova headquarters and/or off-site events or locations, as determined by management.

Examination Qualification Requirements

Minimum Qualifications

General Qualifications

State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

(a) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the department's or agency's equal employment opportunity objectives; and a manager's role in the equal employment opportunity program.

(b) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures, and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislative and Executive Branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to the department's or agency's equal employment opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  1. Demonstrated experience navigating the federal and state laws, regulations, and rules of the Child Support Program.
  2. Demonstrated ability to negotiate agreements and achieve consensus on complex and sensitive issues.
  3. Demonstrated commitment to enhancing customer experience through strategic service delivery and continuous process improvement.
  4. Demonstrated ability to lead and oversee complex projects involving cross-functional teams, timelines, and competing priorities.
  5. Demonstrated experience in a liaison role with other government entities. 
 

Examination Information

The examination process will consist of a review of each candidate's Statement of Qualifications (weighted 100%).  A departmental evaluation panel will screen Statements of Qualifications based on the identified minimum qualifications, the desirable qualifications for the position, and the competitive nature of each candidate’s relevant knowledge, skills, and experience. The results of this examination may be used to fill subsequent vacancies for these positions for a twelve-month period.

The Statement of Qualifications should provide a detailed response regarding your experience relevant to each desirable qualification listed in the Desirable Qualifications section of this announcement. Examples should be provided to justify the experience described.

The Statement of Qualifications shall be no more than 2 pages in total length, no smaller than 12-point Century Gothic font, with margins no smaller than 1 inch. The Statement of Qualifications must be numbered and respond to each desirable qualification in the order they are presented in the Desirable Qualifications section of this announcement.

Failure to adhere to these parameters may disqualify the candidate from the examination process.

Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
