Job Description and Duties

Under the direction of the Information Technology Services Division (ITSD) Data Analytics & Reporting Services (DARS) Manager (Information Technology Manager I), the Business Data Analyst is responsible for providing expertise and direction in organizing, proposing, producing, testing, and adapting data and information assets that result from detailed technical analysis of business needs and business data for California State Lottery (Lottery) business and technical activities. Responsibilities include analysis of Lottery gaming and Lottery business data and information; developing data specifications and information standards; creating analytical data models and conceptual database designs; and collaborating with users and developers on methods in which data is collected, stored, arranged, integrated, and utilized in data systems and organizations. The duties for this position are focused in the Business Technology Management, Software Engineering, and IT Project Management domains; however, work may be assigned in other domains as needed.

This position is headquartered at the Sacramento Headquarters and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions

The Business Data Analyst works in a fast-paced environment, with competing priorities, and critical deliverables.

 

  1. Schedule: This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. unless otherwise approved by the unit manager. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.
  2. Travel: Statewide overnight travel may be required.
  3. Other: This position may be required to carry a Lottery issued cell phone. This position may be required to be reachable outside of normal business hours.

Desirable Qualifications

  • Excellent written and verbal communication skills, experience facilitating meetings, and performing briefings/presentations to all levels of the organization. Ability to convey and explain complex problems and solutions to a technical and non-technical audience.
  • Expert knowledge of data analytics methodologies, principles, and practices, including planning, requirements analysis, statements of work, and risk management, ETL processes and tools, data quality techniques, and understanding of data warehousing concepts.
  • Experience performing and documenting critical analysis of complex business problems, data extraction, troubleshooting data anomalies, and presenting findings to key stakeholders and technical staff.
  • Experience as a data analyst on a Business Intelligence or cloud-based application development team that utilizes Microsoft Data Analytics tools or similar including hands-on experience leading design sessions and conducting QA and peer-reviews.
  • Experience developing and implementing procedures, standards, and processes, business requirements, test plans, mockups, and visualizations.
  • Experience establishing and maintaining collaborative relationships with both business and technical stakeholders.
  • Possess strong interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters.
  • Ability to work independently as a high-level technical specialist and conduct business activities in a professional manner.
  • Professional certifications such as CBAP, Microsoft Certified Data Analyst, PMI-PBA, SQL certifications, Lean Six Sigma, PMP.
