Job Description and Duties

Under the general direction of the Executive Director and the specific oversight of the Supervisor II , the Program Manager (Supervisor I) functions as the direct manager over certain core functions and programs of CAEATFA. The Supervisor I consults with the executive management team and exercises independent judgment in the oversight of the daily operations of financing programs. The position supervises, trains, assigns work, and directs the day-to-day activities of analytical and administrative personnel, providing leadership for CAEATFA staff and programs including the Sales and Use Tax Exclusion (STE) Program for manufacturers, Property Assessed Clean Energy (PACE) Loss Reserve Program, and other authorized programs. The Supervisor I is a working supervisor and takes on complex tasks related to program development and administration.

CAEATFA, as part of the State Treasurer’s Office, is currently operating on a hybrid office/telework arrangement with staff working in office at least two days per week with the option to telework on the other days.

This position will require occasional overnight travel and may require occasional day travel.

The California Advanced Transportation and Alternative Energy Financing Authority (CAEATFA) is a small, and innovative organization, housed in the State Treasurer’s Office, and focused on leveraging private capital to meet the state’s greenhouse gas reduction and economic development goals. The CHEEF is a public-private partnership that leverages private capital to help Californians make their homes and businesses more comfortable and energy efficient. We are building energy efficiency financing programs across multiple industry sectors and designing the first open-market, on-bill repayment program in the nation.

    • Background in relevant subject matter such as energy efficiency, alternative energy, advanced transportation, consumer or commercial finance, operations, program design, tax laws, economic development, etc.
    • Desire to work in a fast paced, small, service-oriented state agency prioritizing accountability, transparency and customer service
    • Ability to manage multiple, complex projects simultaneously
    • Proficiency in Microsoft Word, Excel, Outlook, Adobe Acrobat, agency-customized database systems and project planning/management tools.
