Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The State Water Resources Control Board’s Division of Information Technology has an opening for an Information Technology Specialist III in the IT Business Operations Support Branch. The position is located at 1001 I Street, 8th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

The Information Technology Specialist III (ITS III) works independently on the most complex enterprise applications. This position requires the incumbent to be courteous, communicate effectively and professionally (verbal and in writing) with team members and customers, provide timely responses to internal/external customers, follow through on commitments, and consider internal/external customer input when completing work assignments. The ITS III will provide IT services from IT domains including Software Engineering, System Engineering, Information Security Engineering, Information Technology Project Management, and Business Technology Management.

The incumbent acts as an expert advisor and leads Geographic Information Systems 
(GIS) Enterprise Architect and provides expert-level strategic leadership and GIS development functions in support of the agency’s enterprise GIS systems including enhancements. The ITS III is responsible for GIS support and solutions for State and Regional Board programs and will assist in the planning, coordinating and implementation of activities that require the development of GIS solutions for the most complex business, scientific and engineering problems. The ITS III is expected to maintain proficiency in GIS technology, infrastructure, techniques, methodologies, and industry best practices. The ITS III will research and produce enterprise architecture design, standards and processes for enterprise geospatial data and application development consistent with State and Water Board system, network and security standards and best practices.

The incumbent will work cooperatively with stakeholders to create new technical solutions and enhance existing systems to streamline data collection and reporting for GIS solutions. The incumbent works independently and acts in a lead capacity in the planning and coordination of activities that require the development of technology solutions for the most complex business, scientific or engineering problems.

  • Possess extensive knowledge and experience configuring, administering, and maintaining ESRI ArcGIS Enterprise, ArcGIS Online, Latitude Geographics/VertiGIS Geocortex, desktop (ArcGIS and ArcPro) products, or equivalent technologies.
  • Motivated, team-oriented individuals with excellent technical and communication skills.
  • Knowledge of and experience with configuring, administering, and maintaining GIS solutions, spatial analysis, modeling, data and databases, data verification, programming, and customer service.
  • Have the ability to work with diverse groups, including Water Board staff and management, other government agency partners and stakeholders. Possess extensive knowledge and experience with ArcGIS for Server providing technical support for mapping, featuring, imaging, and geoprocessing services, and ArcGIS for Desktop.
  • Possess extensive knowledge and experience performing complex spatial analysis and modeling that requires advanced knowledge in the design, capture, and development of GIS data sets.
  • Knowledge of and experience with principles of cloud based technical architectures and administration of virtual and cloud based environments.
  • Possess extensive knowledge and experience with creating GIS tools, models and workflows using ModelBuilder, ArcPy, Python, or equivalent.
  • Possess extensive knowledge and experience creating custom internet and intranet GIS applications to provide users with intuitive and interactive web-based tools.
  • Possess extensive knowledge and experience supporting GIS solutions using Arc Spatial Database Engine (ArcSDE) on Oracle and SQL Server.
  • Knowledge and experience collecting system requirements, performing analysis, documenting business requirements, and documenting enterprise system documentation, architecture recommendations, and technical solutions design artifacts.
  • Experience advising, writing, and presenting system documentation, architecture for technical solutions, and policy to co-workers, management, and executive level staff.
  • Experience advising management on planning, development, implementation, and coordination of IT issues. Knowledge of and experience designing and developing complex Extract-Transform-Load (ETL) processes.
