Job Description and Duties

Under the direction of the Information Technology Manager I, Business Continuity Manager, the Information Technology Specialist I (ITS I), Business Continuity Analyst, performs independent analytical and technical work supporting the California Department of Technology’s (CDT) Business Continuity Program.

The incumbent will perform a wide variety of tasks in the development and implementation of the CDT’s Business Continuity Program. The ITS I is responsible for executing assigned continuity activities including Business Impact Analyses (BIAs), Business Resumption Plans (BRPs), and continuity documentation within established frameworks, methodologies, and priorities. The role requires professional judgment, analytical rigor, and effective collaboration, but does not include enterprise program ownership, policy authority, or formal supervisory responsibility.


Telework
This position is eligible for a hybrid work schedule within California based on departmental policy and operational needs. The telework policy is subject to change depending on business needs, and/or reporting to the work site may be required with minimal notification given.

The ITS I, Business Continuity Analyst works in a professional office and/or telework environment using standard office equipment and collaboration tools. The position requires extended periods of sitting, keyboarding, and computer use, with occasional standing, walking, and lifting of light materials.

The incumbent participates in meetings, workshops, exercises, and testing activities in person and via virtual platforms. The position may require flexible work hours to support continuity exercises, testing, or incident response. During exercises or incidents, work may occur under time-sensitive conditions with changing priorities.

This position is eligible for CDT’s hybrid telework model, subject to operational needs and at the discretion of CDT leadership. Telework is available in accordance with departmental telework policies and operational needs. Reasonable accommodation is provided consistently with applicable laws and policies.

In the past five years, describe one or two examples where you performed IT-related analytical work that required you to analyze business processes, system dependencies, workflows, risks, or operational impacts and translate that analysis into formal documentation or recommendations while coordinating with IT and non-IT stakeholders.

2. Describe a situation where you supported or participated in IT-related testing, validation, exercises, quality assurance, or similar activities while managing competing priorities, time constraints, or limited resources.

The incumbent must be able to interpret technical and operational information and translate it into clear, usable documentation.

The role also requires strong interpersonal skills, including the ability to facilitate working sessions, collaborate with diverse stakeholders, and communicate expectations effectively. The incumbent must exercise sound judgment, manage multiple assignments with competing priorities, and perform the essential functions of the position independently or as part of a team, with or without reasonable accommodation.
  • Experience supporting business continuity, emergency management, disaster recovery, or operational planning activities
  • Knowledge of learning agility, growth mindset, and initiative, with the ability to quickly absorb new concepts and apply them effectively
  • Strong analytical aptitude, including the ability to assess complex information, identify dependencies, and document processes clearly and accurately
  • Experience with operating within defined constraints, balancing rigor, timeliness, and practicality in dynamic environments
  • Strong written and verbal communication skills, including the ability to synthesize and present information clearly to technical and non-technical audiences
  • Experience with Microsoft O365 tools (e.g., Word, Excel, PowerPoint, Teams) and SharePoint or similar collaboration platforms
  • Ability to manage multiple assignments, adapt to changing priorities, and meet established deadlines
