Job Description and Duties

About you: You are an experienced IT Application Developer, who wants to focus on utilizing the best practices in the delivery of IT services and support and works closely with the Application Development team and other teams to ensure customers receive quality products and services. The following bullet points describe you:
• You have broad experience in software development projects involving Angular, Oracle technologies, using Java, and Application Programming Interface (API) in GitHub.
• You are a senior full-stack developer who has extensive experience and a proven track record of performing a variety of tasks related to the analysis, design, development, testing, implementation, and maintenance of programming solutions and enhancements of applications as a senior developer. Proficiency in modern application technologies such as JavaScript, Angular, HTML5, CSS, Bootstrap, WS02 Identity management, APIs, Oracle PL/SQL, GitHub, JAVA, Spring Boot framework, etc.
• You have deep knowledge of Agile/Scrum practices. You are very familiar with Agile/Scrum methodologies, ensuring adherence to Scrum practices and adapting to changing project requirements, following project boards, communicating and coordinating to remove impediments, and following code review processes to support the team deliver high-quality software.
• You hold extensive knowledge and experience in the software development lifecycle (SDLC) process to support the team to improve and mature the process.
• You are a motivated team player, self-starter, creative thinker with a positive attitude.  

This position will remain open "Until Filled", with cutoff dates of the 15th and 30th/31st each month. Applications will be reviewed on the 1st and 16th of each month, after each cutoff date, until the position has been filled, beginning February 1, 2026.

Working Conditions

  • Exposure to computer screens and other basic office equipment.
  • Work in a climate-controlled office environment, open office space with artifical lighting.
  • Attend meetings in designated conference rooms and be willing to travel to off-site locations.
  • Current residency in the State of California is required. This position’s location is designated in Rancho Cordova, California and may be eligible for hybrid teleworking. The amount of telework is at the discretion of the Department and based on CSAC’s current telework policy. While CSAC supports telework, regular in-person attendance will be required at CSAC’s Rancho Cordova location based on operational needs. Teleworking from outside the State of California is strictly prohibited.

Department Information

The California Student Aid Commission (CSAC), is the principal state agency responsible for administering financial aid programs for students attending public and private universities, colleges, and vocational schools in California. Our mission is to promote education equity by making postsecondary education affordable for all Californians. The ITSD supports CSAC in the delivery of State services and information to internal and external stakeholders through IT service management using the IT Infrastructure Library framework. CSAC operates in an Oracle-based database environment and develops and maintains a cloud-based application that is used by students, colleges, and CSAC staff (also known as the “Grant Delivery System Modernization” project or “GDSM”).
