Job Description and Duties

Under the general direction of the Department of Community Services and Development
(CSD), Chief Deputy Director; the Deputy Director of Programs Division serves as a key
policy advisor to the Director and will be responsible for leading the development of
program policy for the entire organization. The Deputy Director of Programs Division will
also plan, organize, manage, and evaluate the work of the Programs Division at CSD.

Working Conditions

Under California Government Code 14200, this position is eligible for hybrid telework for eligible applicants residing in California. The amount of telework is at the discretion of the department and is subject to change as business needs arise. Candidates who reside outside of California may be interviewed; however, the selected candidate must have a primary residency in California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded. In accordance with CSD’s Policy Directive 22-001, all telework employees utilize a shared workspace or “hotel” space when working on-site and may be required to report in-person to headquarters and/or off-site locations more frequently as determined by management. The Department reserves the right to modify or cancel telework agreements and/or conditions as needed.

Examination Qualification Requirements

Minimum Qualifications

While eligibility to take a CEA examination is not restricted to persons with current permanent status in the civil service, the basis of a person’s CEA eligibility impacts his or her employment rights when and if his or her CEA position is terminated:

Employees who at the time of the CEA appointment were not employed by the state but who had previously worked for the state and had gained permanent civil service status have reinstatement rights under Article 5 (commencing with section 19140) of the Government Code, as specified in section 19889.4. Employees whose eligibility was based upon a legislative or nonelected exempt executive branch position are able to compete in his or her appointing power’s promotional examinations for which he or she meets the minimum qualifications of the class to which he or she seeks appointment. These employees may request a deferred examination, as specified in Government Code section 18993. Employees who at the time of his or her appointment to a CEA were from outside state civil service have the right to take a deferred examination for any open eligible list in existence at the time of the termination of the CEA for which he or she meets the minimum qualifications of the class to which the appointment is sought, as specified in Government Code section 19889.4.

General Qualifications

State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Examination Information

The examination process will consist of a thorough evaluation of the applicant’s Statement of Qualifications (SOQ). Candidates who fail to submit an SOQ following the directions on this posting will be eliminated from the examination process. A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

Statement of Qualifications

Instructions: The examination process for this position consists of a Standard State Application (form STD 678) and SOQ evaluation, which will be used to evaluate how your education, training, experience, and skills that qualify you for the position. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing. SOQs must be no more than three (3) pages in length and typed using no less than 12-point Arial font. The SOQ must address the following items and in order listed below:

 

  1. Describe your managerial experience in providing direct oversight and administration of a statewide program, including programmatic planning, implementation, policy development, and audit or evaluation requirements.
  2. Provide one or more example(s) of how have you have successfully managed engagement with program stakeholders such as local governments, private non-profits, or advocacy organizations to formulate program policy.
  3. Describe your experience that has prepared you to lead the development and implementation of legislation and program regulations, including engagement with California oversight agencies such as the Department of Finance, the Legislature and program stakeholders.
  4. Describe your experience representing the department, both orally and in writing, and working collaboratively with administrative organizations, such as federal funding agencies, California oversight agencies, the Governor’s Office, or Cabinet staff.
  5. Provide one or more example(s) that demonstrate your experience in facilitating solutions to complex governmental problems, working in collaborative partnerships with multiple levels of a departmental organization.
