Job Description and Duties

Hybrid Telework Opportunity

Under direction, will serve as the lead person for the desk audit of annual consolidated financial statements of skilled nursing facilities’ related parties and associated documentation.  Acts as subject-matter expert of the most complex consolidated financial statement reporting issues.  Assists the Unit Supervisor in maintaining the Department of Health Care Access and Information’s (HCAI's) uniform accounting and reporting system requirements, the unit's internal desk audit review system, and requirements for annual reporting of consolidated financial statements for skilled nursing facilities’ related parties.

Temporary Authorization Utilization (TAU) appointments may be considered for this vacancy. Candidates who meet the minimum qualifications for the classification but do not currently have eligibility on an employment certification list by having taken and passed the related examination may apply as a TAU. TAU appointments are limited to a duration of nine (9) months within a twelve (12) consecutive month period. In order for a TAU appointment to become permanent, the individual must take and pass the related examination and obtain a reachable rank on the associated certification list within nine (9) months of the TAU appointment. Individuals who successfully obtain eligibility prior to the expiration of the TAU appointment will not be required to re-compete in a competitive process for permanent appointment to the position.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.

 

Telework schedules: The expectation is that all staff will work in office 4 days a week July 1, 2026.

Special Requirements

Possession of Minimum Qualifications will be verified prior to interview and/or appointment. If you are meeting Minimum Qualifications with education, you must include a copy of your unofficial transcripts and/or license for verification. If it is determined an application does not meet the Minimum Qualifications, the applicant will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the position. Eligibility for Promotional Exams:


In addition to meeting the Minimum Qualifications for the 
Health Program Auditor III, competition is limited to individuals who meet at least one of the following promotional examination criteria:

  • Have a permanent civil service appointment with HCAI, or
  • Are current or former employees of the legislature for 2 or more years as defined in Government Code 18990, or
  • Are current or former non-elected exempt employees of the executive branch for 2 or more consecutive years as defined in Govt. Code 18992, or
  • Are persons retired from the United States military honorably discharged from active duty with a service disability or honorably discharged from active duty as defined in Government Code 18991. Applicants must provide a copy of discharge papers (DD 214) for verification purposes at the time of application. 

Under certain circumstances other employees may be allowed to compete under provisions of Rules 234, 235 and 235.2. California Code of Regulations Rules 233, 234, 235.2 and 237 contain provisions regarding civil service status and eligibility for promotional examinations. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • At least 2 years experience with healthcare financial data
  • At least 2 years experience with databases
  • At least 1 year experience creating procedures or guidelines
  • At least 1 year experience training staff
  • At least 1 year experience writing correspondence (letters, emails, memos)
