Job Description and Duties

Under the general direction of the Director, Administration Division (CEA B), the Chief of Fiscal Services is responsible for planning, organizing, and directing the work of the Budget and Accounting Office. The position serves as the fiscal advisor to the State Treasurer Office (STO) and the Boards, Commissions and Authorities (BCAs), and acts as liaison with the Department of Finance (DOF), Legislative Analyst Office (LAO), Legislative Budget Committee Staff and Policy Committee Staff. This position is responsible in the preparation, analysis, implementation, and control of the budgets of the STO and BCAs. It also serves as Subject Matter Expert (SME) in the absence of the Director of Administration, as appropriate.

Department Information

The State Treasurer's Office is a small department located in the historical Unruh Building at 915 Capitol Mall, close to the State Capitol, public transportation and with parking garage options nearby. The building is adjacent to the State Capitol Park, which is a wonderful place to exercise and enjoy the beautiful landscape during the fair-weathered months. The neighborhood around the building is filled with endless dining options, coffee shops, fitness clubs and conveniences like corner stores, etc.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Knowledge of California State budget development and administration, including the Governor’s Budget, legislative budget process, Budget Change Proposals, Finance Letters, and budget execution.
  • Experience coordinating with control agencies and external stakeholders, including the Department of Finance, Legislative Analyst’s Office, and legislative committees.
  • Ability to analyze and present complex fiscal and budget information and provide recommendations to executive management.
  • Knowledge of governmental accounting principles, fund accounting, internal controls, and use of FI$Cal.
  • Experience planning, administering, and monitoring budgets for multiple programs and entities.
  • Ability to analyze fiscal impacts of legislation and Budget Bill language and prepare written analyses and reports.
  • Experience preparing revenue and expenditure forecasts and management-level financial reports.
  • Knowledge of reimbursement principals, cost allocation, and funding structures.
  • Ability to supervise and direct professional staff engaged in budget and accounting activities.
