Job Description and Duties

The Office of Technology and Innovation (OTI) enables the DMHC to deliver essential services to the State of California using Information Technology (IT). The systems that the OTI supports have become valuable tools in the execution of the DMHC’s business functions. OTI develops, maintains, and supports multiple IT systems that include a vast variety of office automation tools, custom applications, public and internal web sites, business intelligence tools, and the underlying IT infrastructure. The Technical Services Division (TSD) provides support to endpoint applications and devices, which includes, but is not limited to, desktops, laptops, smartphones, tablets, SharePoint and Microsoft Teams.

JOB SUMMARY

Join us as an IT Business Analyst who independently leads complex system studies, eliciting and documenting requirements, analyzing issues and providing IT solution recommendations. Projects could range from small to medium to large, in size and complexity and could span across applications, business intelligence, infrastructure and information security. Experience as a Business Analyst in projects to migrate from legacy to modern technology platforms will be valued. As a member of the PMO team, the incumbent has the opportunity to mature the project management processes and help enhance the services provided by OTI.

Working Conditions

The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.

This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.

  • The position(s) require(s) a Background Investigation be cleared prior to being hired.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1. At least 4 years of professional experience as an IT Business Analyst in analyzing and documenting requirements for Software Development Projects that leverage Microsoft .NET

2. At least 4 years of professional experience as an IT Business Analyst in analyzing and documenting requirements for Business Intelligence Projects

3. At least 4 years of professional experience as an IT Business Analyst inSystem Development Life Cycle (SDLC) methodologies, Agile, Waterfall and Hybrid, general information technology

4. At least 4 years of professional experience as an IT Business Analyst in using tools for Centralized Requirements (CR) Repository, ideally JIRA & TFS

5. At least 4 years of professional experience as an IT Business Analyst in IT projects spanning across IT Applications, Business Intelligence, Infrastructure and Information Security

6. At least 4 years of professional experience as an IT Business Analyst in IT projects leading to process improvements

7. Preferred 3 years of experience as a Business Analyst in IT projects to migrate from legacy to modern low-code configurable technology platforms

8. Preferred Certifications or Licenses: Industry-standard certifications such as and not limited to Certified Business Analyst Professional (CBAP), Certification of Capability in Business Analysis (CCBA) etc.

9. Preferred Agile Certifications such as and not limited to Certified Scrum Master (CSM), Scrum Product Owner (CSPO), PMI - Agile Certified Practitioner (PMI - ACP)

10. Preferred 2 - 3 years experience as a Scrum Master
