Job Description and Duties

The Division of the Ombudsperson receives and responds to inquiries and complaints received from youth,parents/caregivers, the public, advocacy groups, and others concerning the care of youth in juvenile justice facilities and policies, practices, and processes within juvenile justice facilities in California.

Under the general direction of the Office of Youth and Community Restoration (OYCR) Ombudsperson (CEA), the Supervisor II provides planning, direction and leadership within the Division of the Ombudsperson. The Supervisor II manages efforts aimed at responding to complaints, conducting investigations, and producing reports. The Supervisor II manages staff, engages in complex and sensitive interpretation, analysis, and decision-making, and supports program development and improvement related to the personal rights, safety, facility conditions, and wellbeing of youth in the juvenile justice system in California.

The Supervisor II position requires occasional travel within the State and daily use of a personal computer/telephone. Hybrid telework options available.

Working Conditions

This position can be filled in the following counties: Los Angeles, San Diego, Sacramento, Ventura, Orange, Alameda, Santa Clara, Contra Costa, or Fresno.

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of CalHHS under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CalHHS policies. Headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CalHHS location in accordance with operational need and available space. Department Information

The California Health and Human Services Agency (CalHHS) oversees twelve departments and five offices that provide a range of health care services, social services, mental health services, alcohol and drug services, income assistance, and public health services to Californians from all walks of life. More than 33,000 people work for departments in CHHS at state headquarters in Sacramento, regional offices throughout the state, state institutions and residential facilities serving the mentally ill and people with developmental disabilities.

1. The person in this position will supervise team of investigators who receive, triage, investigate, and make findings concerning a significant volume of complaints about rights violations of youth in juvenile facilities. Describe your experience relating to investigation, interviewing, evaluating evidence, and writing investigative reports. Include any relevant experience supervising investigators.
2. Describe your experience supervising staff and providing feedback for continuous improvement on oral, written, and analytical materials as well as operational targets in a highly visible, high stakes environment.
3. This position requires working with incarcerated youth and identifying violations of their rights. Describe how your knowledge training, experience, and skills prepare you to work in this field. Include any relevant experience working with historically marginalized or underrepresented communities with an emphasis on working with others with varying beliefs, behaviors and/or backgrounds.
4. Describe your experience related to researching and analyzing policies, laws, and regulations.
5. Describe how your prior experience would help you to manage the day-to-day requirements of the position. These include working with multiple stakeholders in government and the community, responding to varying deadlines and priorities, working with staff to address cases effectively and efficiently, and ensuring that the team provides responsive and courteous service to those who contact the Ombuds with complaints.

This position is designated under the Conflict of Interest Code.

This position is subject to fingerprinting clearance by the Department of Justice.

5. Familiarity and/or experience with the juvenile justice system, youth justice reform, reimagine justice and/or restorative justice movement work.

6. Lived experience within the youth justice and/or child welfare systems.

7. Lived experience as a formerly incarcerated person or from a family with system involvement.

8. Familiarity and/or experience with community based organizations.

9. Familiarity and/or experience with workforce development at state and local levels.

10. Highly skilled in using Microsoft products such as Excel, PowerPoint, Outlook, Teams, SharePoint, Word, Project, etc.

11. Ability to establish individual and team priorities, organize division workload, multitask, work well under pressure, and exercise initiative and flexibility.

12. Ability to be self-motivated and motivate a team, foster collaboration, and mutual respect as well as work independently and be detail and solution oriented.

13. Ability to make independent, sound, and ethical decisions regarding highly sensitive matters and maintain confidentiality.

14. Demonstrated experience analyzing complex issues and recommending effective courses of action utilizing critical and creative thinking.
