Job Description and Duties

The Family Engagement and Empowerment Division (FEED) California Department of Social Services (COSS) is seeking critical thinkers who can identify and improve county operations in focusing on Able-Bodied Adult Without Dependents (ABAWD), are highly motivated self- starters, and possess excellent written and oral communication skills. If you enjoy collaborating with county partners and other stakeholders to find ways to streamline processes to make them more efficient, this is the perfect position for you. We have flexible schedules in a hybrid (remote/ telework and on campus) work environment.

The ABAWD Management Evaluation (ME) Supervisor I oversees all activities related to evaluating county welfare operations, including case reviews, interviews, observations, and specialized reviews of ABAWD. The Supervisor I collaborates with other managers to develop communication tools like webinars and newsletters that share policy updates and best practices. The Supervisor I also reviews and prepares final reports and provides training and support to all 58 counties to ensure effective and compliant CalFresh program operations.

The incumbent works closely with the ABAWD ME Section Chief to set program vision, manage resources and reporting, ensure county compliance, and drive process improvements. The Supervisor I also analyzes data gathered during reviews, oversees corrective actions, and delivers CalFresh training to enhance staff and county performance, while establishing best practices that support consistent and efficient operations.

This is a 12-month limited term position and may be extended to a maximum of 24-months and/or may become permanent based on operational needs.

Working Conditions

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. 

Please note: Regular commute is not compensable. 

For positions advertised in more than one location, headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CDSS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

The Family Engagement and Empowerment Division (FEED) provides essential financial, food, and education and training support to individuals and families. The Division comprises three branches, the CalWORKs and Family Resiliency Branch, the CalFresh and Nutrition Branch, and the Child and Adult Care Food Program.   • Experience collaborating in a team environment and serving in coaching, mentoring, and leadership roles.
  • Knowledge and understanding or willingness and ability to learn county business processes, the CalFresh program, and ABAWD procedures.
  • Strong working knowledge of California state administrative functions, with the ability to provide strategic recommendations and deliver presentations to management based on project outcomes and review observations.
  • Experience in gathering county-level analytical data and analyzing county business processes.
  • Experience using Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint, MS Teams, and SharePoint.
