Job Description and Duties

Under the general direction of the Director, the Assistant Director (AD) leads the day-to-day operations of a strategic portfolio of programs and policies focused on advancing health care data, affordability, and artificial intelligence (AI), ensuring they are aligned with the Department’s mission. The Assistant Director acts as the Director’s senior executive in the formulation, administration, and implementation of policies related to data, affordability, and AI, while working collaboratively with other Deputy Directors to plan, develop, and execute all related departmental activities. The Assistant Director ensures the effective integration and coordination of HCAI’s most complex and interdependent programs, providing enterprise-level leadership and oversight to key divisions, including Health Information, Clinical Innovation, Data Exchange, Technology Services, and the Office of Health Care Affordability. The Assistant Director also acts on behalf of the Director in their absence and represents the Department’s leadership before the Legislature, control agencies, intergovernmental bodies, and public stakeholders. As a member of the Director’s Office and Executive Management Team, the Assistant Director plays a central role in strategic planning, ensuring HCAI’s enterprise efforts in data, affordability, and AI governance are implemented cohesively and effectively statewide.

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

(a) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the department's or agency's equal employment opportunity objectives; and a manager's role in the equal employment opportunity program.

Examination Information

The examination process will consist of a thorough evaluation of the applicant's complete application package. Statement of Qualifications (SOQ) questions are listed below.The SOQ is a narrative discussion addressing each of the questions listed in the Desirable Qualifications section of how your education, training, experience, and skills qualify you for the position. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing. Applications without the SOQ or with an SOQ that does not follow the instructions listed below may be disqualified.   • SOQ must be typed and limited to four pages, in font not smaller than size 12 Arial font and 1" margins.

  1. Describe your knowledge of HCAI’s mission, goals, and programs as it relates to health information and affordability, as well as its relationships with other government agencies and industry stakeholders.
  2. Describe your professional experience recruiting, developing, and leading multidisciplinary policy and technical, operational teams. How do you effectively lead such teams to solve complex policy and program issues and achieve positive outcomes?
  3. Describe your experience in establishing and maintaining positive and productive working relationships with executive leaders within government, the public sector and private industry.
  4. Describe your experience in making sound decisions on sensitive and complex issues in public policy and government operations. Please include your experience in evaluating programmatic issues, considering overall implications and impacts, using techniques for organizing and motivating groups, and transforming them into programmatic policies.
  5. Describe your experience as a principal advisor about health, data, and technology policy matters to senior executives, state agencies, the Legislature, and other governmental and civic organizations. How do you go about gaining their trust, confidence and support?

If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
