Job Description and Duties

The Family Engagement and Empowerment Division (FEED) California Department of Social Services (CDSS) is seeking critical thinkers who can identify and improve county operations in focusing on Able- Bodied Adult Without Dependents (ABAWD), are highly motivated self- starters, and possess excellent written and oral communication skills. If you enjoy collaborating with county partners and other stakeholders to find ways to streamline processes to make them more efficient, this is the perfect position for you. We have flexible schedules in a hybrid (remote /telework and on campus) work environment. The ABAWD Management Evaluation (ME) Analyst II or Analyst I will be responsible for federally mandated data collection, supporting special projects, and participating in reviews aimed at specific evaluations or informational needs. The Analyst II/I will also conduct on-site management evaluations of county welfare operations. Depending on the needs, the Analyst II/I may focus solely on one of these tasks or work on a combination of activities.

In addition, the Analyst II/I may be assigned to special projects, which may require working at a specific CDSS office or county district office. The role may also involve taking on a leadership position for certain tasks or projects.

Travel: This position requires the ability and willingness to travel up to 70% of the time. Travel requirements in support of on-site reviews may be extensive in nature (week long) and overnight. It is a requirement that the incumbent possess a valid California drivers license and be able to drive an automobile, or have the ability to travel to field work sites. Travel by other modes of transportation may be required.

This is a 12-month limited term position and may be extended to a maximum of 24-months and/or may become permanent based on operational needs.

Working Conditions

Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment. 


This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.

The Family Engagement and Empowerment Division (FEED) provides essential financial, food, and education and training support to individuals and families. The Division comprises three branches, the CalWORKs and Family Resiliency Branch, the CalFresh and Nutrition Branch, and the Child and Adult Care Food Program. Within the CalFresh Branch, under CalFresh Operations Management Evaluation (ME), the mission is to assess and enhance county operational compliance and service quality for the CalFresh program.

  • Ability to offer technical assistance and guidance to county partners in areas like case review, data gathering, analysis, presentations, and report preparation.
  • Experience in reviewing CalFresh case records for eligibility compliance, applying relevant regulations and policies. Skilled in facilitating presentations, briefings, or training sessions for county staff or leadership, and representing the team in public or interagency meetings to explain findings and provide updates.
  • Experience collaborating in team environments and consulting with county partners on error reduction, corrective action activities, and process improvement techniques.
  • Knowledge and understanding or willingness and ability to learn county business processes, the CalFresh program, and ABAWD procedures.
  • Experience in gathering county-level analytical data and analyzing county business processes.
  • Experience using Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint, MS Teams, and SharePoint.
