Job Description and Duties

Are you an innovative and engaging leader who would like to utilize technology and partnerships to expand access to California’s history and archives to the world? Are you experienced at managing multiple large-scale projects or archival programs? If so, our Supervisor II, Manager of Archival Operations, position is for you!

Created by California’s first law, the California State Archives has collected, preserved, and provided access to the State’s permanent governmental records collections and other materials since 1850. The State Archives’ collections include more than 300 million documents and appeal to a wide variety of researchers whose interests range from legislative intent and public policy to genealogy and railroad history in California. The position is in downtown Sacramento, near Light Rail, K Street Mall, and other amenities.

The Secretary of State’s Archives Division (California State Archives) is looking for a Manager of Archival Operations (Supervisor II) to lead our Archival Operations Section, which includes the Collections Management Unit and the Records Management and Appraisal Unit. This position directly oversees Collections Management Unit staff and the Records Management Manager (Supervisor I). This position performs high-level administrative work and reports to the Assistant Division Chief (Manager II). The Manager of Archival Operations ensures program accountability, develops policies and procedures, and directs initiatives to accession, process, and preserve historical records in the State Archives’ collections. The Manager of Archival Operations supervises a team of highly dedicated and trained archivists and technical staff and works in a secure environment.

As the Manager of Archival Operations, you will also be responsible for:
  • Supervising, directing, mentoring, coaching, and evaluating the performance of staff
  • Planning, organizing, directing, implementing and evaluating all activities of the Collections Management Unit
  • Overseeing the growth and long-term care of the State Archives’ collections
  • Developing program guidelines and best practices for collections management
  • Creating strategic plans for the integration of streamlined procedures and new technology
  • Directing staff on large-scale research projects regarding collecting, preserving, and providing access to government physical and digital records to set Division policy
  • Directing imaging staff on large-scale digitization projects, including metadata entry and file arrangement
  • Supervising the development of MOUs with other agencies to transfer historic records to the State Archives
  • Monitoring digital imaging efforts for quality control, timeline, and customer service issues
  • Supervising the drafting of loan agreements and acquisitions documents
  • Preparing and reviewing unit reports and statistics
  • Establishing and maintaining contacts with the Legislature, Governor’s Office, and other external organizations
  • Making presentations to external partners and stakeholders
  • Collaborating on historical records identification with our Records Management and Appraisal Unit
  • Attending professional conferences on behalf of the agency

Working Conditions

Positions provide telework opportunities based upon the agency’s telework policy and business needs. Working hours are Monday- Friday from 8:00am-5:00pm.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Innovative leader with a demonstrated ability to lead and supervise a team, build strong working relationships, and foster a positive work environment in an archive or special collection institution
  • Strong archives, historical repository, library, and/or museum background
  • Extensive experience with providing access to born-digital and digitized records
  • Experience leading a collections management, accessioning, processing, or preservation program
  • Knowledge of best practices and standards for the digitization of historic materials
  • Extensive experience handling and securing confidential materials and information
  • Understanding of the techniques and workflows for managing and preserving electronic records including the use of technology
  • Basic experience with records management and identifying historical documentation on a retention schedule
  • Curatorial experience, including the selection, handling, and preservation of artifacts
  • Knowledge of the California State Archives, state government history, the state budgetary process, the state legislative process, state personnel practices, and trends in public administration
  • Demonstrated skills in change management, effective communication, and conflict resolution
  • Ability to consult with and advise higher level managers on a variety of topics
  • Ability to work independently and manage multiple priorities
  • Project management experience
  • Budget and vendor management experience
  • Master’s degree in library and information science, history or public history
  • Working knowledge of Microsoft products (Word, Excel, PowerPoint, Office 365, Teams)
