Job Description and Duties

Under the general direction of the Director/Chief Deputy Director, the Chief of Staff is responsible for advising the Director/Chief Deputy on issues of critical concern to Caltrans. The incumbent also provides direction and manages the daily activities of the Director’s Office. The incumbent serves as a key coordinator and advisor, ensuring effective planning, execution, and follow-through of meetings, communications, and high-level engagements involving the Director/Chief Deputy Director of Caltrans.

Working Conditions

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Pursuant to California Code of Regulations § 549.90, this position will be filled via the California Department of Transportation Managerial Selection Program (MSP) process.

This process provides for examination and job-selection specific to each position and consistent with the knowledge, skills, and abilities of the classification.

This is a Caltrans Promotional examination.

Applicants must have a permanent civil service appointment with the Department of Transportation and meet the minimum qualifications by the final filing date to participate in the examination.

Minimum Qualifications:

Four years of work experience performing analytical, technical, clerical, or customer service duties. Academic education from an accredited college/university may be substituted for the required experience on a year-for-year basis; and

An additional four years of professional analytical and/or technical experience, two years of which must be equivalent to a Supervisor I or higher.

Examination Information:

This examination will utilize an evaluation of each candidate’s experience and education (E&E) compared to a standard developed from the Class Specification. For this reason, it is especially important that each candidate take special care in accurately and completely filling out his or her State application (STD. 678). List all experience relevant to the “Minimum Qualifications”.

This examination will not establish a civil service list; therefore, candidates will not have the ability to transfer their eligibility to other departments. Candidates will be notified of their examination results.

Note: If using Out of Class (OOC) experience, you must submit a copy of your signed and approved OOC documentation. Failure to do so may result in your OOC experience not being considered during the evaluation process of this examination.

Education: If using your college education to meet the minimum qualifications, college transcripts must be submitted with your application and SOQ. Unofficial transcripts will be accepted for entrance into the examination; however, official transcripts may be required prior to appointment.

The Statement of Qualifications must address the applicant’s qualifications relative to the following:

1. Provide examples of your ability to build and strengthen coordination with Caltrans’ internal and external partners, including other programs, districts, city, county, and regional agency staff and officials, other state agencies, federal agencies, and the business community.

2. Demonstrated experience coordinating and facilitating the work of a large program by tracking assignments with deadlines, clarifying program priorities, and tracking performance measures to ensure successful outcomes.

3. Demonstrated ability to facilitate and coordinate executive level meetings/workshops and represent Caltrans in public forums with excellent oral and written communication skills.
