Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The State Water Resources Control Board’s Division of Information Technology has an opening for an Information Technology Specialist III the IT Business Operations Support Branch. The position is located at 1001 I Street, 8th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

Duties:

Under the administrative direction of the Information Technology Manager II (ITM II) of the Business Operations Support Branch in the Division of Information Technology (DIT) and consistent with good customer service practices and the goals of the State and Regional Boards’ Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments. The incumbent will provide services from Information Technology (IT) domains including Software Engineering, System Engineering, Information Security Engineering, Information Technology Project Management, and Business Technology Management.  

The incumbent acts as a Lead Application Architect provides expert-level application development functions in support of the agency’s enterprise web systems. The incumbent will work cooperatively with stakeholders to create new technical solutions and enhance existing systems to streamline data collection and reporting for agency related informational needs. The incumbent works independently and acts in a lead capacity in the planning and coordination of activities that require the development of technology solutions for the most complex business, scientific or engineering problems. The incumbent will primarily work with Azure cloud-based development technologies and modern application frameworks. Key responsibilities include designing and developing solutions using Java and Spring frameworks, and Angular for front-end development. The role also involves building and integrating RESTful APIs, leveraging Azure Functions, and working with SQL Server for data management. Strong experience in Java EE and proficiency in full-stack development is essential.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Motivated, team-oriented individuals with excellent technical and communication skills. Knowledge of and experience with custom web-based application systems, data, databases, data verification, programming, and customer service. Having experience working with diverse groups, these may include Water Board staff and management, other government agency partners and stakeholders, or external stakeholders. 
  • Possess strong expertise in Java and Spring frameworks (including Spring Boot), along with front-end development using Angular, and experience with a wide range of technologies such as C#, .NET 8, Model-View-Controller (MVC), NuGet, Node.js, ASP.NET, JavaScript, IIS, Web Services, and Azure B2C.
  • Possess strong knowledge of and experience with performing analysis, design, development, application deployment, and technical support for services for Azure cloud, software as a service (SaaS), commercial off-the-shelf (COTS), and infrastructure as a service (IaaS).
  • Possess strong knowledge of and experience with large relational database management systems including Microsoft SQL Server, Transact-SQL, Oracle, PL/SQL, SSIS, SSRS, JSON, XML, jQuery, Power BI, Linux shell scripting, Toad, and data modeling tools.
  • Strong knowledge of and experience with user experience (UX) design and applying industry best practices. Experience conducting website analysis, communicating redesign recommendations, and implementing optimized user experience.
  • Possess strong knowledge of systems integration, data migration best practices, n-tiered web-based application programming, logical and physical database design, data table generation, performance tuning, data conversion, migration, and integration, and security practices and procedures.
  • Experience as a technical lead of team members or consultants and responsible for the efficient delivery and completeness of all technical deliverables on new development efforts or on major enhancements to existing projects/websites.
  • Ability to write technical documentation for complex system changes to provide an accurate basis of information for future support needs.
