About this Role:

OTSI is looking for a trusted, experienced leader to serve as the Deputy Director, Benefit and Enrollment Technology Support Division (BETS).

The Deputy Director, BETS, provides executive leadership and policy direction for a portfolio of health and human services-related information technology (IT) products and projects for statewide benefit and enrollment programs.

The Deputy Director, BETS, leads the development and implementation enterprise policies, standards, and procedures that strengthen system performance and accountability as they relate to health and human service benefit and enrollment technologies. This position drives enterprise planning and ensures system initiatives anticipate and respond to emerging policy, legislative, fiscal, and programmatic needs while advancing CalHHS and OTSI’s strategic mission.

The Deputy Director, BETS, drives collaboration, stakeholder engagement, and strategic policy development with internal and external partners to improve service delivery, strengthen accountability, and support the broader mission of the OTSI. Additionally, the Deputy Director, BETS also represents OTSI in engagements with county, state, and federal, officials as well as the state Legislature, vendors, and other stakeholders.

This position is part of the OTSI’s Executive Team and works under the general direction of the Chief Deputy Director and Chief Information Officer, Career Executive Assignment (CEA) Level C.

Working Conditions

Telework Information: This position is currently eligible for telework opportunities. This position is currently eligible for telework three days per week and is required to report in-person a minimum of two days per week. The amount of telework is at the discretion of the OTSI and is subject to operational needs.

Reporting Location: Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Salary Information:
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs employees for this position to receive a 3 percent temporary reduction in pay in exchange for 5 hours of PLP 2025 leave credits per month. The salary range(s) included in this job advertisement do not include the temporary salary reduction. CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

  • IT Product and Project Delivery experience with a demonstrated ability to lead teams to deliver IT solutions that meet customer needs; identify and mitigate risk, manage related budgets and meet organizational needs.
  • State and Federal Health and Human Service experience as it relates to programs, rules, regulations, and/or services.
  • Stakeholder Collaboration and Engagement skills and experience with a demonstrated ability to build trust, communicate effectively with internal and external partners across high levels of government and external organizations. Experience representing an organization in internal and external engagements.
  • Leadership skills including demonstrated experience leading and developing teams, setting clear expectations, driving accountability, and delivering results.
  • Innovation and Emerging Technology Acumen including a demonstrated ability to identify, assess, and leverage emerging technologies to improve business outcomes, enhance public service delivery, and drive continuous improvement across a large enterprise. Experience advancing innovation within environments that balance modernization with public accountability, equity, and policy considerations.

The examination process will consist of Supplemental Application Questions, as outlined below. Applicants must respond to all four supplemental application questions for this examination.

These supplemental questions are designed to identify job achievement in specific areas that demonstrate the ability to perform at the CEA Level B successfully. Responses to the four supplemental application questions will be assessed based on pre-determined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that required under the minimum qualifications.
