Job Description and Duties

The Board of Parole Hearings (BPH) is a cornerstone of California's public safety framework, ensuring parole decisions are grounded in due process, accountability, and evidence-based practices. As part of the California Department of Corrections and Rehabilitation (CDCR), BPH operates at the intersection of law, policy, and rehabilitation -- shaping outcomes that impact individuals, institutions, and communities statewide.

Under the general direction of the BPH's Executive Officer, the Chief Deputy is responsible for the direct management and oversight of the parole authorities quasi-judicial administrative hearing process and related activities; provides administrative and policy direction, and direct supervision of Associate Chief Deputy Commissioners and Deputy Commissioners.

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Experience in the formulation and implementation of policies and procedures related to judicial or administrative hearing processes. 
2. Experience in the field of administrative or criminal law that includes the presentation of evidence and the examination of witnesses in quasi-judicial hearings.
3. Experience that demonstrates knowledge of the basic rules of due process relating to criminal and/or administrative law, and the laws, court decisions and regulations pertaining to the function of the BPH and the CDCR.
4. Ability to perform high administrative and major policy influencing functions effectively, including knowledge of the regulatory application process of reprieves, pardons, and commutations of sentence, including death penalty commutations.
5. Experience in providing executive level advice and consultation to statewide and local governmental officials regarding the parolee administrative hearing process and/or prisoners/parolees of particular interest.
6. Experience in personnel management and leadership which demonstrates the ability to plan, organize, and direct multidisciplinary staff; knowledge of appropriate techniques in the areas of establishing partnerships, customer service, training, motivating staff, recognition, and progressive discipline; and a manager's role in contributing to and achieving an equal employment opportunity workplace.
7. Ability to analyze complex problems and recommend effective courses of action; make independent, sound, ethical decisions regarding highly sensitive matters; and maintain confidentiality.
8. Ability to communicate effectively, both orally and in writing with legislators, local government jurisdictions, the executive branch, institutional and program staff, external stakeholders, and professional groups.

Examination Information

This examination will consist of a review by an executive screening committee of the candidates' Statement of Qualifications (SOQ). Candidates will be competitively ranked according to their qualifications using predetermined evaluation criteria consistent with the minimum and desirable qualifications for the position. An SOQ is a narrative discussion of how the candidate's education, training, experience, and skills meet the Desirable Qualifications for the position, and serves as documentation of each candidates' ability to present information clearly and concisely in writing. 

Statement of Qualifications Examination Instructions

  • All interested applications must submit a completed SOQ with their application package. 
  • The SOQ must not be more than three (3) pages in length, typed, single-spaced, using 12-point font. 
  • The SOQ must be numbered and restated in the same order as the questions below and your responses should be complete, specific, clear, concise and include examples. 
  1. Describe your experience ensuring due process and legally defensible outcomes through guidance, training, and quality control, and adapting when law or policy changes. 
  2. Describe your experience strengthening integrity and professionalism in hearings or proceeding-like work through preparation standards, coaching, and accountability, even if the candidate was not personally examining witnesses. 
  3. Describe your experience leading and evaluating complex operations across multiple sites or regions, improving timeliness and consistency, and managing backlogs or high-pressure periods.

If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
