Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The State Water Resources Control Board’s Division of Information Technology is seeking an Information Technology Manager I to join the Business Management Branch.

Duties: Under the general direction of the Division of Information Technology (DIT) Information Technology Manager II (ITM II), and consistent with good customer service practices, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.

The Information Technology Manager I (ITM I) has full managerial responsibility for the direction, oversight, and operation of two units: Web Services and IT Contracting, Planning, and Procurement, within the Division of Information Technology’s Business Management Branch.

Web Services unit provides strategic design, development, maintenance, support, and guidance on a wide range of web solutions including the agency’s public-facing websites, intranet sites, outreach and engagement platforms, cloud collaboration environments, web applications, digital libraries, and immersive digital experience solutions, with an emphasis on customer service and expertise regarding universal design, content strategy and information architecture, user experience and digital accessibility, systems and content development lifecycles, strategic governance, long-term planning and digital modernization.

Contracting, Planning & Procurement unit provides strategic facilitation and expertise regarding the identification, sourcing, acquisition, and implementation of necessary technology tools, platforms, and solutions in support of the agency’s strategic mission and objectives.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  1. Experience managing multiple information technology functional units, including responsibility for strategic planning, operational oversight, workload prioritization, and staff supervision.
  2. Knowledge of principles, practices, and trends related to enterprise web services, including public-facing websites, intranet platforms, web applications, cloud-based collaboration environments, and digital engagement tools.
  3. Demonstrated experience applying user-centered design principles, including universal design, digital accessibility standards (such as WCAG), user experience (UX), content strategy, and information architecture.
  4. Knowledge of web governance models, digital standards, and best practices to ensure consistency, compliance, usability, and long-term sustainability of web platforms.
  5. Experience leading or supporting digital modernization efforts, including strategic planning, process improvement, and adoption of emerging technologies.
  6. Experience with information technology contracting, procurement, and vendor management, including planning, sourcing, acquisition, and implementation of technology solutions.
  7. Knowledge of State of California procurement policies, contracting processes, and applicable laws, regulations, and compliance requirements.
  8. Ability to plan, evaluate, and manage IT resources to ensure alignment with organizational goals, budget constraints, and customer service priorities.
  9. Ability to communicate effectively, both orally and in writing, with executive leadership, technical staff, program stakeholders, and external partners.
  10. Strong leadership, analytical, and organizational skills, with the ability to manage multiple priorities and deliver results in a complex, public-sector environment.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing.
