Join our team as the Logistics Support – Internal Branch Chief (Manager II) and play a critical leadership role in guiding essential administrative and logistical operations that support our agency’s mission.

About the Role

Under the general direction of the Assistant Director of Logistics Management, the Manager II serves as the Branch Chief for Logistical Support – Internal Operations. This executive-level management position provides expert leadership, technical guidance, and day-to-day oversight of diverse operational programs that ensure effective stewardship of state resources.

This position is responsible for planning, organizing, directing, and evaluating branch operations while driving innovation, compliance, and process improvement across multiple functional areas.

Key Responsibilities

Strategic Leadership & Management
  • Lead and manage branch operations, setting program priorities and strategic direction
  • Advise executive leadership on operational risks, compliance requirements, and improvement opportunities
  • Develop and implement policies, procedures, and management tools to enhance efficiency and consistency
  • Apply sound risk mitigation strategies to protect state assets
Program Oversight Areas
  • Facility Operations and Real Estate Services (maintenance and management of statewide leased and owned facilities, space planning, deferred maintenance, and relocation services)
  • Capital Outlay Project Liaison Activities (Project Delivery Unit)
  • Property Control and Asset Management
  • Fleet Operations
  • Procurement Card (P-Card) Program
  • Reproduction and Mail Room Services
  • Uniform Program Administration
  • Forms and Records Management
Operational Excellence & Compliance
  • Ensure compliance with laws, regulations, and statewide policies governing state assets and applicable state administrative requirements
  • Lead implementation of new directives and mandates from the Department of General Services (DGS) and Department of Finance (DOF)
  • Streamline processes to improve consistency, accountability, and service delivery
  • Strengthen internal controls and mitigate operational vulnerabilities
  • Collaboration & Executive Support
  • Partner with Cal OES managers, Executive Team members, and the Office of Legal Services
  • Provide high-level consultation and recommendations to leadership
  • Foster cross-functional collaboration to implement effective and sustainable solutions

    Working Conditions

    Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

    The Finance & Logistics Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, accounting, grants management, human resources, labor relations, staff recruitment, examinations, organization and professional development, disaster and internal logistics support. The Directorate is comprised of four sections: Administrative Services, Human Resources, Grants Management and Logistics.

    In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
