Job Description and Duties

Are you interested in fighting Medicaid fraud committed by hospitals, pharmaceuticals, pharmacies, nursing facilities, medical equipment providers, and other healthcare providers and recovering millions of taxpayers' dollars?

As the state's federally mandated Medicaid Fraud Control Unit (MFCU), the Division of Medi-Cal Fraud and Elder Abuse (DMFEA) works aggressively to investigate and prosecute fraudulent activities and the illegal diversion of health care resources from California's most vulnerable citizens. 

Under the general direction of the DMFEA Supervising Deputy Attorney General (SDAG), t
he Staff Management Auditor (“SMA”) independently performs the most complex and sensitive financial audits in the Division of Medi-Cal Fraud and Elder Abuse (“Division”), Civil Section. The SMA reviews publicly available information and financial materials related to individuals and entities under investigation for Medicaid fraud when there are questions raised regarding an individual or entity's ability to pay amounts determined to constitute damages, thus assisting assigned attorneys in making judgments as to the appropriate course of action in an investigation and the value of potential settlements. The SMA also undertakes similar work in situations where a settling individual or entity claims an impediment to making one lump-sum settlement payment, necessitating settlement payments over time. This work supports the resolution of cases concerning fraud on the Medi-Cal program and plays an integral role in pursuing the recovery of civil damages. The incumbent may conduct a review of financial records to determine an individual or entity's ability to pay restitution upon judgment in other cases when it appears a settling individual or entity is undergoing financial stressors. The incumbent’s duties include but are not limited to review and analysis of corporate United States Securities and Exchange Commission (SEC) and other mandated reporting and compliance documents; review and analysis of corporate assets, liabilities, financial accounts, records, and reports; analysis of ability to pay in connection with proffered financial records provided to support assertions of inability to pay full damages; corporate and individual asset tracing; and, other financial analysis incident to the work of the Civil Prosecutions Section to recover monies lost to fraud in the Medi-Cal program.

This position can be filled in the San Diego Mission Valley office or the Sacramento Regional Office. Free parking is available and shopping and restaurants are nearby.

Telework is available, but is contingent on DMFEA's operational needs. Telework requires California residency.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • A background in analyzing tax returns, audited and unaudited corporate SEC filings such as 10Qs and 10Ks, and tracing corporate and individual assets is essential. 
  • Experience in conducting complex financial and forensic audits and analysis of corporate SEC and other mandated reporting and compliance documents, corporate tax assets and liabilities, financial records and asset tracing.
  • Demonstrated experience researching and interpreting complex rules and regulations and performing statistical analysis for large volumes of data, and testifying in court or administrative hearings.
  • Proficiency in generating work products and/or spreadsheets using Excel.
  • Ability to write and produce concise, professional documents and reports, and to express facts and conclusions precisely and clearly.
  • Successful completion of college-level courses in elementary and intermediate accounting, auditing, and cost accounting, as well as statistics.
  • Ability to work under limited supervision on multiple assignments within a team environment.
  • Proactive in the identification and successful resolution of issues.
  • Regularly exercise the highest degree of professional judgment, integrity, and maturity.
  • Ability to work flexible, possibly extended hours, and to travel, as needed.
