In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Experience working in California incentives or grants programs (e.g., CAP Incentives Program, Carl Moyer, FARMER).
• Experience working with or at an air district, especially those designated as medium and small.
• Experience reporting projects to California Climate Investments (i.e., CCIRTS).
• Technical knowledge in assessing and developing quantification methodologies for emissions and exposure reductions.
• Familiarity with the Community Air Protection Program, Blueprint 2.0, and broader goals of AB 617.
• Excellent writing skills, with the ability to produce clear, concise documents and materials to diverse audiences.
• Demonstrated ability to anticipate program needs, propose solutions, manage complex projects, and deliver high-quality products under tight timelines.
• Strong organizational, time-management, and attention-to-detail skills, with the ability to respond effectively to urgent requests or changing priorities.
• Ability to lead or participate in multidisciplinary project teams, build and maintain positive working relationships, and engage effectively with community groups, industry, CARB divisions, and government agencies.
• Awareness of California’s diverse communities and interest in applying environmental equity considerations in program design.
• Strong interpersonal skills, professional judgment, and a positive attitude, including the ability to elicit cooperation from a wide variety of stakeholders.
