Job Description and Duties

Hybrid Telework Opportunity.

Under the general supervision of the Assistant Deputy Director, the Accounting Administrator I (Supervisor) manages and supervises day-to-day accounting operations for federal programs, including the California Rural Health Transformation (CalRHT) Program, ensuring accurate financial processing and compliance with state and federal reimbursement requirements. This position oversees accounting staff responsible for budgeting, federal drawdowns, reconciliations, and reporting tied to federally funded healthcare initiatives administered in coordination with other departments. The incumbent ensures fiscal activities align with Generally Accepted Accounting Principles (GAAP), State Administrative Manual (SAM), Department of Finance (DOF) and federal grant regulations and supports audit readiness and effective internal controls. This role serves as a key operational link between executive fiscal leadership and frontline accounting staff.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.

 

Telework schedules: The expectation is that all staff will work in office 4 days a week July 1, 2026.

    2. Budget Execution and Federal Drawdown Management: Explain your experience managing federal program budgets and overseeing drawdowns. How did you ensure expenditures were allowable, properly documented, and aligned with reimbursement requirements?
    3. Financial Reporting and Audit Coordination: Provide an example of your role in preparing financial reports and coordinating audits. What internal controls did you implement or strengthen to ensure compliance and audit readiness?
