Job Description and Duties

Within CDFW, the Wildlife Conservation Board (WCB) is a state grant-making agency dedicated to safeguarding California's spectacular biological diversity and wild spaces for the benefit of present and future generations. WCB works in partnership with tribes, conservation organizations, and government agencies to acquire lands and design and implement habitat restoration and public access projects statewide.

Key to this conservation work is this executive-level position managing all of WCB's administrative services. This Deputy Director is responsible for fiscal and budget management, bond coordination, contracts, procurement, and human resources. Specifically, this position will develop and implement policies related to administrative services, manage and supervise all staff in the Administrative Unit, coordinate with WCB's control agencies, and serve as a member of WCB's Executive Team. Working Conditions

This position is based at 715 P Street, Sacramento. Work is done both in-office and may also be fulfilled from a home office pursuant to a Telework Agreement. Some travel, including overnight stays, may be required.

Examination Information

Statement of Qualifications Process - Weighted 100%

The examination consists of a Statement of Qualifications (SOQ) weighted 100%. The SOQ is a narrative discussion of how the candidate’s education, training, experience, knowledge, skills, and abilities meet the desirable qualifications for the position.

The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing. Responses should be complete, responsive to the SOQ information in the job bulletin, specific, clear, concise, and include examples. Resumes will not be considered as a substitute for the SOQ. The SOQ will be the only tool used for determining each applicant’s final score and rank on the eligible list. Instructions to complete the SOQ can be found under “Filing and SOQ Instructions”.

If you meet the requirements stated in this announcement, you may take this competitive examination. You can choose to make some answers longer or shorter, however, each question will be scored with equal weight.

1. Describe your experience managing, supervising, or working in the field of administrative services, including fiscal management, budgets, procurement, contracts, and human resources.  Please also describe any work experience you’ve had with bond funds and administering grant programs.   What are the main resources you either have or would use to ensure that your administrative work complies with legal requirements for state agencies.

2. Describe your experience developing policies to implement complex programs or address complex issues, providing two specific examples.  What steps did you take (or would you take) to gain buy-in for successful policy implementation.

3. What personal characteristics do you believe you possess that are necessary for successful conflict resolution. Briefly describe an example where you successfully resolved an important conflict in a professional, high-level setting. 

4. This position is the primary liaison between WCB and several control agencies. A control agency is an umbrella agency outside of WCB that oversees major administrative functions to ensure that those functions are performed legally and consistently throughout state departments.  Please describe the specific control agencies with which you have worked or that you believe are most relevant to WCB’s work. As the key liaison, how would you both establish and maintain relationships with WCB’s control agencies.


Length of List Eligibility

The results of this examination will only be used to fill the position of Deputy Executive Director, Administration, CEA A and may be used to fill subsequent vacancies for this position for a period of up to 12 months. Standard State Applications (STD. 678) will be retained for 12 months. The department may elect to consider new applicants in addition to those previously screened.
