The Franchise Tax Board (FTB) is seeking an experienced, forward-thinking executive to serve as the EDR Technical Director. Under the broad policy direction of the Chief Information Officer (CIO), the EDR Technical Director functions as the executive-level project director responsible for planning, governing, and delivering the next Enterprise Data to Revenue (EDR) project. This large, multi-year initiative will replace and modernize FTB’s accounting systems, ensuring they meet future business, financial, operational, and statewide technology requirements.

The EDR Technical Director works in close partnership with the EDR Business Director to ensure tight alignment between technical strategies and business objectives, seamless coordination across project workstreams, and unified delivery of the modernization effort. Together, the two directors provide joint leadership over the project’s direction, risk management, stakeholder engagement, and overall success.

The EDR Technical Director provides enterprise leadership over the project’s technical strategy, system architecture, integration approach, and implementation planning. The incumbent ensures modernization decisions support long-term departmental goals, statewide IT policies, and enterprise technology standards. This position also represents FTB’s business and technical interests within the broader Tax Systems Modernization (TSM) program and other large IT initiatives with financial or administrative system dependencies.

As part of the Executive Management Team, the EDR Technical Director plays a critical role in shaping enterprise technology direction, advising on policy and governance, and ensuring alignment between modernization projects, operational stability, and statewide mandates. This role requires an executive with demonstrated success leading large, complex system replacement projects, managing cross-functional teams, and navigating high-visibility environments with multiple stakeholder groups.

Working Conditions

This position is eligible for limited remote working within California based on departmental guidelines and operational need. FTB has a minimum in-office requirement of two days per week for all positions including those that are eligible for telework. This is subject to change.

  8. Skill to lead enterprise-scale IT modernization initiatives, including legacy system replacement, cloud migration, and digital transformation strategies.

The results of this examination may be used to fill subsequent vacancies in this position within the next twelve months.
